Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
This is an extra-budgetary (ExB) position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period. A further extension is subject to satisfactory performance and the availability of funds, until the end of the Project (โICC Allotment Project-Mission to Serbiaโ, ExB #2400891), currently expected to run until 31 July 2027.
The incumbent is assigned to the Mission's Human Resources Section of the Fund Administration Unit.
Tasks and Responsibilities
Under the supervision of the National Human Resources Officer, the incumbent is responsible for:
Supporting end-to-end recruitment and selection processes for ExB project personnel and other posts, including preparation of job descriptions and vacancy notices, publication of vacancy announcements and regular update of candidate statuses and other relevant data in Taleo, co-ordination of interview logistics, onboarding of new staff, talent reach-out to educational institutions, job fairs etc.;
Managing onboarding and out-processing procedures for ExB staff and other personnel, ensuring timely and smooth integration and separation, in coordination with relevant administrative units, and providing guidance on necessary documentation, entitlements, and organizational policies;
Facilitating learning and development activities, including compiling training needs, scheduling workshops/training sessions, maintaining participation records, and supporting the preparation of training materials, communication and evaluation;
Preparing human resources reports, analysis and statistics, such as staffing updates, recruitment progress, or learning metrics, and identifying areas for improvement in human resources service delivery based on data analytics.
Necessary Qualifications
Citizenship of or permanent residence in the Republic of Serbia;
First-level university degree in human resources management, business administration, social sciences, humanities or related field;
Minimum two (2) years of professional-level experience in human resources, specifically in the recruitment and selection of staff, development and implementation of learning and development programmes, and data statistics;
Established analytical skills and ability to work with big volumes of human resources data;
Computer literate and practical experience with Microsoft applications;
Experience with ORACLE applications, Integrated Resource Management Application system and DocIn database would be considered an asset;
Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender and youth perspective into task and activities;
Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity.

Remuneration Package
The incumbent will receive a fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable, subject to satisfactory performance, until the end of the Project. The Project is currently expected to run until 31 July 2027.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 2,250.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
