Under the direct supervision of the Chief of Mission (CoM), in close coordination with the Migration Management Unit, IOMโs Donor Relations Division (DRD) in HQ and Thematic Specialists in the Regional Office (RO) Cairo, the successful candidate will be accountable and responsible for providing support to the Chief of Mission in identifying priority programming areas in Qatar and act as liaison with government and other partners, as necessary.
- Support the Chief of Mission to identify and build on programme activities, for the future development of the mission portfolio, drafting concept notes and project proposals and recommending possible partners
- Monitor project implementation according to the work plan; document and evaluate results; identify the causes of deviations and bottlenecks and recommend and implement corrective actions.ย
- Promote and contribute to the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues into programme implementation.
- Develop monitoring, evaluation, and reporting tools. Contribute to information management including awareness raising and visibility, press releases, website updates and other relevant information-sharing materials.ย
- Identify potential areas for project development and contribute to the development of new projects by selecting and summarizing background information, assessing the local context and drafting segments of project proposals.
- Participate in the development and adjustment of methodologies, contingency plans, approaches and standard operations procedures to respond to emerging challenges in the country through a consultative process with other relevant parties in the office.ย
- Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements.
- Liaise and coordinate with government entities, implementing partners, United Nation agencies, civil society, donors and other stakeholders.ย
- Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.ย
- Participate in relevant conferences, working groups, workshops, steering committees, working groups, and other forums
- Undertake duty travel as required related to project implementation and monitoring.ย
- Perform other related duties as assigned. Education
- Bachelorโs degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience; or,
- Masterโs degree in the above-mentioned fields with two years of relevant professional experience; Accredited Universities are those listed in the UNESCO World Higher Education Database. ย Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;ย
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
- Advanced writing, communication and negotiation skills.
- Ability to collect and analyze data on related topics.
- Computer/software literate, preferably knowledgeable in Microsoft Office, Adobe Acrobat and Photoshop with experience of maintaining a website.

- Fluency in English and Arabic (oral and written) IOMโs official languages are English, French and Spanish.
