Background:

OSCE field operations are the front line of the OSCEโ€™s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on social cohesion, fundamental rights, gender equality, the rule of law, good governance, integrity and anticorruption, criminal justice and police reform.

Tasks and Responsibilities:

Under the direct supervision of the Chief of Democratization Unit, the incumbent will be responsible for the conceptualization, implementation and evaluation of the specific portfolio, projects and other interventions within the Democratization Unit, more specifically:

1. Project implementation and on-site technical assistance, through:

Exploring opportunities for programmatic activities and conducting a needs assessment for the development of projects related to democratic governance, specifically in the area of community issues and topics pertaining to Roma affairs; Conducting meetings with central and local government officials to present the OSCE Democratization programme objectives and activities, gauge interest and establish/evaluate cooperation; Promoting democratic governance through on-site advice and assistance to central and local government officials to assist them in incorporating good governance practices into their day-to-day operations; Providing advice and preparing and/or delivering training to relevant stakeholders when requested; Designing project documents, supervising the administrative, operational and financial management of the projects and evaluating projects.

2. Conducting analyses, monitoring and reporting, through:

Day-to-day monitoring of the media sources for developments, following-up on relevant laws, monitoring the activities and policies of the government and the international community in the field of democratic governance, including their assistance and capacity-building programmes; Reporting on policy developments, drafting internal briefing materials and other relevant documents; Conducting regular meetings with relevant stakeholders to ensure Unitโ€™s presence and programme identification, development and implementation

3. Performing other duties as assigned.


Necessary Qualifications:

Citizenship of or permanent residence in the Republic of North Macedonia; First-level university degree in law, political sciences, social sciences, economics, international relations, international human rights law, development and democratisation or other fields in humanities and social sciences; Minimum two years of professional experience in democratic governance at national or international level, with practical experience in civil society-related activities, possibly at international level, specialized in community issues and topics pertaining to Roma affairs; Demonstrated experience in drafting project proposals, analytical reports, research, project outlines and overall experience in project management; Computer literate with practical experience with Microsoft applications; Excellent written and oral communication skills in English language and in local language(s); Knowledge of Romani language will be considered a distinct advantage; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Holding a valid driving license.


Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately EUR 2,087.58.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
