ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which frame United Nations and countriesโ€™ efforts towards sustainable development. UNIDOโ€™s mandate is fully recognized in SDG-9, which calls to โ€œBuild resilient infrastructure, promote inclusive and sustainable industrialization and foster innovationโ€. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organizationโ€™s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDOโ€™s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Global Partnerships and External Relations (GLO) is responsible for UNIDO's relations with Member States and all external partners, including through the policymaking organs. It plays a central role for interaction and collaboration with traditional and non-traditional donors; oversees the regional bureaus as well as the network of established field offices, liaison offices and Investment and Technology Promotion Offices; and supports the implementation of particularly complex projects, programmes and special assignments, thus also fulfilling an important role in safeguarding their quality and the reputation of the Organization. The Directorate houses the Divisions of Policymaking Organs (GLO/PMO), Regional Bureaus and Field Offices (GLO/RFO), Field and Liaison Strategy (GLO/FLS), Member States and Funding Relations (GLO/MSR), Special Operations (GLO/SOP), and Investment and Technology Promotion Offices and Institutional Partnerships (GLO/ITP). The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in the Directorate of SDG Innovation and Economic Transformation (IET) and the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS).

Under the supervision of the Managing Director of the Directorate of Global Partnerships and External Relations (GLO), the Division of Regional Bureaus and Field Offices (GLO/RFO) coordinates the field representation and interventions of UNIDO in Member States and regions. Within this context, the Division is responsible for determining programmatic priorities for UNIDO's services and ensuring that UNIDO responds to the specific needs and requirements of Member States and development partners at the country and regional levels. It facilitates, upon guidance of GLO/FLS, the development of regional strategies, country programmes (including Programmes for Country Partnership, PCPs) and monitors their implementation. The Division encompasses all the UNIDO field offices and the five Regional Bureaus: Africa (GLO/RFO/AFR), Arab Region (GLO/RFO/ARB); Asia and the Pacific (GLO/RFO/ASP); Europe and Central Asia (GLO/RFO/EUR); and Latin American and the Caribbean (GLO/RFO/LAC). The Africa Regional Bureau also hosts the IDDA III Secretariat and acts as UNIDO focal point for Least Developed Counties (LDCs) and Landlocked Least Developed Countries (LLDCs).

The Field Office in Tanzania is responsible for representing UNIDO in its countries of coverage (Tanzania, Burundi, Malawi, Mauritius, Seychelles and Union of Comoros) for maintaining close relations with all relevant stakeholders. It is responsible for identifying development priorities and donorsโ€™ technical and funding priorities in the countries/regions of coverage, and for supporting, and/or leading when requested, the formulation, implementation and monitoring of technical cooperation projects and programmes, including the Programmes for Country Partnership (PCPs). The Field Office is also responsible for coordinating and reporting on UNIDOโ€™s activities in its countries/region of coverage, and for leading/contributing to the development of regional strategies and policies to ensure the strategic and programmatic consistency of UNIDOโ€™s work, including of its cooperation with and contributions to the United Nations Resident Coordinatorsโ€™ Offices (UNRCOs), the United Nations Country Teams (UNCTs), Common Country Assessments (CCAs) and the United Nations Sustainable Development Cooperation Frameworks (UNSDCFs).

The position of National Programme Officer is located in the UNIDO Field Office in the United Republic of Tanzania (GLO/RFO/AFR/URT) which fall under the overall responsibility of the Division of Regional Bureaus and Field Offices (GLO/RFO).

The National Programme Officer is locally recruited staff, she/he will work under the supervision and strategic guidance of the UNIDO Representative (UR) for the UNIDO FO in Tanzania (GLO/RFO/AFR). The National Programme Officer will work closely with the Ministry of Industry and Trade (MIT) in the Mainland and the Ministry of Trade and Industrial Development (MTID) in Zanzibar as the line ministries, other relevant ministries and partners including the United Nations Country Team (UNCT) under coordination of the UN Resident Coordinator (UNRC).

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her team and colleagues, in the country as well as in the region and in headquarters.

FUNCTIONAL RESPONSIBILITIES

Under guidance and supervision of the UR for the UNIDO FO in Tanzania (GLO/RFO/AFR) and working with other colleagues within the Regional Bureau and relevant project teams, the incumbent will be responsible for the following tasks in Tanzania and in other countries of coverage of the office:

Lead the Secretariat for the Programme for Country Partnership (PCP) in Tanzania, preparing background documents, presenting workplan and budget, formulate minutes of meetings and organize steering committee. Lead the analysis of data for industrial development documents in Tanzania or other countries of coverage. Provide input and feedback on strategic documents, regional or subregional strategy or policy documents as well as country programming as relevant Lead the drafting of specific sections of project documents, related to the context and background of a sector of technical cooperation. Contact government and stakeholders to Coordinate with projects managers and experts and monitor results of project implementation in the countries of coverage and inform the joint UN INFO. Participate and play an active role in the coordination mechanism of the UN system, most specifically the Monitoring and Evaluation Group and some outcome groups, as well as in inter-agency and other partners' groups and task forces as relevant. Support the UNIDO Representative in carrying out his functions, including:

Manage relations with Governments of Tanzania and other country of coverage and write formal correspondence Manage relations with public implementation agencies, private sector counterparts and partners Formulate project and programme and mobilization resources. MINIMUM ORGANIZATIONAL REQUIREMENTS

Education

Advanced university degree (masterโ€™s or equivalent) in economics, agricultural-economics, engineering, international relations, business administration or other discipline closely related to industrial development is required.

Experience

At least five (5) years of progressively responsible professional experience in the field of industrial sustainable development, with special emphasis on private sector development is required.

Experience in technical cooperation, including project and programme coordination, monitoring and evaluation is required. Familiarity with national and international institutional, legal, and procedural frameworks, especially those relevant to the donor community, development actors, and the UN system in Tanzania, is required. Familiarity with the local socio-economic context, including trade and industrialization issues, particularly in regions where UNIDO has operational activities, is required. Proven analytical and communication skills are required. Experience in evaluating the needs, challenges, and growth opportunities in Tanzania or other developing countries in the region is desirable. Experience working with or within the United Nations system and/or government institutions is desirable.

Language

Fluency in written and spoken English and Kiswahili is required. Fluency or working knowledge of other official UN languages is an asset.
