The Position:ย
The National Programme Officer - Gender/GBV analyses and assesses relevant political, socialย and economic trends, guiding and facilitating the delivery of UNFPAโs programme/projectย related to gender equality and womenโs empowerment in the Philippines, especiallyย prevention of and response to gender-based violence. You will closely collaborate with otherย units of the UNFPA Country Office (CO) National Strategy Execution (NSE), Strategyย Development and Branding (SDB), Mindanao Strategy Execution (MSE) and Operationsย Support (OS) Teams.ย
You will report to the Assistant Representative,ย under the overall direction and supervision of the UNFPA Country Representative.ย

Job Purpose:ย
Working within a complex development context, you as Programme Officer will support theย effective management of UNFPA activities to advance gender equality and eradicate GBV, andย mainstream gender in other UNFPA priority areas including population and development,ย sexual and reproductive health and rights, youth empowerment, and humanitarian action.ย Through substantive analysis and assessment of political, social and economic trends as wellย as data collection and evidence generation, you will contribute to project formulation,ย implementation, monitoring, results reporting, policy advocacy, and alliance building. You willย monitor results achieved during implementation, guiding the appropriate application ofย systems and procedures, and developing enhancements as required.ย
Main Tasks and Responsibilities:ย
You as Gender/GBV Programme Officer would be responsible for:ย
Contributing to the design and implementation of the UNFPA COโs partnership andย coordination efforts with government, non-government, inter-UN and multi stakeholders mechanisms (e.g. Clusters) in generating a wide array of support andย investments in the rapid advancement of the UNFPA transformative result on GBV andย Harmful Practices.ย ย Developing results-based annual work plans and budgets related to the COโs partnershipย and coordination efforts.ย Under the guidance of the Assistant Representative, ensure the integration ofย gender/GBV outcomes with other UNFPA components (i.e., sexual and reproductiveย health and rights, youth empowerment, and population and development) in the COโsย coordination and partnership initiatives.ย Capitalizing on UNFPAโs convening role by mobilizing various stakeholders fromย government, civil society, private sector, co-UN agencies and development partnersย around the GBV Transformative Result; ensuring that the policy and programmaticย coordination mechanisms established for this purpose, particularly where UNFPA co-leadsย with government, are organized, functional, and able to jointly and proactively identifyย issues and formulate recommendations on how the protection of women and girls areย recognized and fulfilled whether in development, humanitarian or peacebuildingย contexts.ย Ensuring the mainstreaming and integration of Gender, GBV and Harmful Practicesย initiatives in the COโs humanitarian programming continuum (before, during and after anย emergency) at the national and local levels.ย Designing and implementing initiatives to better position Gender/GBV and Harmfulย Practices among the leading priorities of the UN Country Team through inter-UNย coordination mechanisms.ย Supporting the sustainable financing of the COโs Gender initiatives through resourceย mobilization efforts.ย ย Supporting the strengthening of the UNFPA brand as a leading voice and advocate forย women and girls (e.g. communications).ย Performing any other duties as requested by the UNFPA Representative.ยQualifications and Experience:ย ย
Education:
Advanced degree in gender studies, law, humanitarian law, anthropology, sociology,ย social science, political science, development studies, international studies and/or otherย related social science disciplines.ยKnowledge and Experience:ย ย
Two (2) years of professional experience in the field of development assistance, with focusย on gender/GBV programmingย Practical experience in design, monitoring and evaluation of development projects andย policy dialogue/advocacyย Field/community based experience is an assetย Initiative, passion and commitment to UNFPAโs mission and professional valuesย Knowledge of current developments in the fields of Sexual and Reproductive Health,ย Gender Equality, Youth Empowerment, and Population and Developmentย Ability to research and analyze trends, opportunities and challenges on the organizationโsย interested areas, and synthesize informationย Ability to express clearly and concisely ideas and concepts in written and oral formย Proven interpersonal skills and ability for relating, networking, persuading and influencingย Able to represent the organization in external relations with e.g. high rankingย representatives from government, donors, private sector, foundation, etcย Ability to work in an international and multicultural environmentย Willingness to travel to remote parts of the countryย ย Experience using office software packages and web-based management systemsยLanguages:ย ย
