The Position:

The Humanitarian Programme Coordinator is responsible for providing technical and programmatic inputs to the planning, conceptualization, implementation, monitoring, and evaluation of the UNFPA Humanitarian Response for the Philippines.

You will maintain collaborative relationships both at the national and local government level, non government organizations, civil society, and co-United Nations agencies. Also, you will provide guidance to the implementing partners of UNFPA with technical direction from the CO Programme Unit Heads (SRH, GBV and PD).

You will report directly to the Assistant Representative (AR) / Head of Program, and work in close collaboration with the NPOs for SRH, and Gender and GBV. Overall direction will be provided by the Country Representative or the Officer-in-Charge, in the absence of the Country Representative.

Job Purpose:

Under the overall guidance of the Country Representative and direct supervision of the AR/head of program, you will ensure the effective management and coordination of UNFPA humanitarian interventions at the national, regional and local level prevention, preparedness and response to disaster affected areas within the Philippines.

With technical support from the program team (technical specialists and analysts), you will contribute to project formulation, implementation and evaluation, and joint programming initiatives across clusters. You will aim at strengthening and reinforcing UNFPA's lead role on SRH and GBV in emergencies and will provide high quality coordinated assistance to government and non-government counterparts.

In case of big scale humanitarian response, and with support of the hub based humanitarian team if established, you will provide technical support to the national authorities, regional authorities, local authorities, local development partners and implementing partners to ensure optimal program implementation, effective use of resources, quality tracking of results, adequate coordination, advocacy for policy change and clear communication of UNFPA mandate, work and results in the region across the humanitarian setting, including across the mitigation, preparedness, response and recovery phases of natural and manmade emergencies.

You would be responsible for the following:

Coordination

  • Provide updates, share materials and tools and coordinate strategic planning and implementation to ensure efficient and standardized implementation of UNFPA humanitarian program
  • Secure UNFPA representation at cluster / sub-cluster / working group (RHCT) coordination meetings to share knowledge and ensure comprehensive understanding and integration of UNFPAs mandate into the response.
  • Assist in the establishment of sub-cluster / working groups where there are none activated to address SRH, GBV and MHPSS, and ensure the collection and analysis of SRH WG and GBV sub-cluster.
  • Liaise with other sectors/clusters (such as health, protection, WASH, camp management, education, logistics, early recovery) to ensure inclusion of UNFPAโ€™s mandate and to identify convergence areas and enable program collaboration.
  • Promote working relationships and develop planning strategies with relevant governmental agencies at the national, regional, provincial, municipal, and local levels
  • Support the development of Flash Appeal, Joint Response Plan, Humanitarian Needs and Priorities and other humanitarian documents and work closely with OCHA to ensure that UNFPA mandate is included and integrated throughout multisector programming.
  • Regularly liaise with relevant CO programme units, Operational team and Field Technical Team in the delivery of SRH and GBV activities.

    Assessment and Planning

    • Ensure inclusion of UNFPAโ€™s core Areas of Responsibility, including SRH, GBV, and gender concerns, in joint UNCT missions and other rapid assessments of the crisis affected populations, in close collaboration with SRH and GBV officers.
    • With respect to UNFPAโ€™s commitment to AAP, ensure that in-depth interviews with evacuation center managers (where applicable) and other agencies present on the ground are conducted to gather information on the immediate needs of the people and the services to be provided, in addition to gathering feedback from the affected population receiving services through UNFPA programs.
    • Undertake missions and assessments as appropriate to recommend strategic approaches and to address issues, such as SRH, HIV/AIDS, gender, GBV, mental health and psychosocial issues, data and young people and establish linkage between the field programs, the hubs and the country office
    • Support SRH Working group and GBV sub-cluster coordinators and respective partners on conducting regular monitoring and assessment of response activities to inform programing needs, service gaps, and impact
