Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview

The National Fleet Manager is responsible for overseeing and managing all transportation, fleet, and vehicle equipment in Partners In Health Sierra Leone (PIH SL). This includes ensuring efficient and safe operations, maintaining vehicles, managing budgets, and supervising staff. The role holder ensure compliance with regulations, maintain vehicle records, and oversee vehicle maintenance and driver behavior across PIH SL. This role is essential for maintaining high safety standards and efficient fleet management. The National Fleet Manager also involves developing and implementing fleet management policies and procedures, as well as providing technical support to the fleet team.

Essential Duties and Responsibilities:

Fleet Operations and Management:

  • Overall responsibility for the entire programโ€™s vehicle fleet operation in line with PIH SL fleet manual and policies.
  • Oversee vehicle planning and allocation across the PIH SL.
  • Regularly review fleet size to maintain cost-effectiveness.
  • Central management of vehicle records.
  • Analyze and check fleet data on running costs, utilization and recharging.
  • Ensure all vehicles are regularly serviced and maintained in line with manufacturers' recommendations and warranty requirements.
  • Determine replacement and disposal schedules of vehicles in consultation with Operations leadership and SMT.
  • Follow up on all vehicle accidents, ensuring proper reporting and appropriate actions taken.
  • Ensure that vehicles are adequately equipped with tools, fire extinguishers, first aid kits, and any other equipment required as part of the operations local safety and security policies and procedures.
  • Ensure that all PIH SL vehicles are properly registered, licensed, and comply with statutory requirements.
  • Maintain detailed records of vehicle servicing and inspection, ensuring that all vehicles are serviced and inspections are done on time.
  • Schedule regular vehicle maintenance to ensure operational efficiency and minimize downtime.
  • Maintain a list of all staff authorized to drive PIH SL vehicles.
  • Perform any assigned task by line manager under the scope of operations management as required.

    Budget and Financial Management:

    • Develop costs and budget to cover transport needs and ensure programme managers and budget holders are informed.
    • Develop appropriate costs and budget to cover fleet needs in conjunction with the Director of Site Operationโ€™s recommendations and ensure budget holders are informed.
    • Manage fuel and maintenance contracts as needed.

      Staff Management and Training:

      • Manage transport staff in all locations, including QEHSSSP project locations.
      • Support the Director of Operations in ensuring that all PIH-SL staff, volunteers, and partners are aware and understand the Fleet manual and their rights and responsibilities in the use of hired and owned vehicles.
      • Ensure drivers are trained in PIH-SL Fleet manual and other fleet procedures, first aid, care of their vehicles, and use of vehicles in off-road conditions.
      • Effectively manage talent and supervise.
      • Manage team dynamics and staff well-being.
      • Provide coaching and complete performance management for direct reports.
      • Monitor and assess performance to ensure adequate capacity.

        Reporting and Analysis:

        • Send the monthly fleet analysis and fuel consumption report including all annexes to the Director of Operations and Senior Director of Operations.
        • Prepare reports, analyze data, and use information to plan, budget, and track activities, inventories, and expenditures to ensure continuous roadworthy fleet operations responsive to program needs.

          Prevention of Sexual Exploitation, Abuse and Harassment

          Education and Work Experience Requirements

          • A Bachelor's Degree in Logistics and Transport Management or any related field.
          • Diploma in Mechanical Engineering or Automotive engineering.
          • At least 5 years in a Fleet managerial position.
          • Ability to synthesize and analyze information, and make clear, informed decisions.
          • Ability to build relationships quickly with a wide range of people, both internally and externally.
          • Strong planning, management, and coordination skills, with the ability to organize a substantial workload.
          • Excellent written and spoken communication and interpersonal skills.
          • Written and spoken English is essential, and ability to articulate with strong presentation skills.
          • Cross-cultural experience, understanding, and sensitivity.
