Background:

This project aims to build on previous efforts made by the OSCE Mission to Moldova (MtM) in the area of Gender-Based Violence(GBV)/ Trafficking in Human Beings (THB).

Gender-based violence (GBV), especially domestic violence and trafficking in human beings (THB), is a severe human rights violation and a life-threatening health and protection issue. During displacement and times of crisis, the threats of THB and GBV significantly increase for women and children. The Republic of Moldova, especially the left bank of the Dniester/Nistru River (Transdniestria), is a source country for women, children and men subjected to trafficking in human beings.

As internet access expands, so do the dangers associated with digital or technology-facilitated violence. Digital gender-based violence (DGBV)โ€”including online harassment, cyberstalking, and the non-consensual sharing of imagesโ€”is an emerging threat. Despite its growing prevalence, it remains poorly understood and largely unaddressed in national legislation, policy, and public discourse in Moldova. This leaves the youth, especially those in underserved or remote areas, unprepared to recognize, prevent, or respond to such abuse.

To address this gap, the Mission will organise a series of awareness-raising sessions for students from Latin Script lyceum-level schools on the left bank of the Dniester/Nistru river. Conducted in cooperation with the Ministry of Education and Research, these sessions will raise awareness about digital gender-based violence, explore how it intersects with human trafficking, and equip students with tools to stay safe online. The age range of participants will be determined in coordination with schools and relevant authorities to ensure the content is age-appropriate and impactful. At least 50 students are expected to participate in each of the three 1.5 hour sessions.

Additionally, the project will develop a leaflet (designed in the shape of a smartphone, inspired by youth-focused informational brochures distributed in Greece by anti-trafficking organisation A21) containing practical information and resources to support participants and reinforce the messages shared during the sessions.

The project activity is tentatively scheduled for end of November- beginning of December 2025, coinciding with the 16 Days of Activism Against Gender-Based Violence campaign. This timing aims to amplify the initiativeโ€™s impact and further raise awareness about the critical issue of digital gender-based violence.

Objective of Assignment:

Safe digital environment for young people is promoted, and youth from left bank of the Dniester/Nistru know how to protect themselves from technology-facilitated/digital GBV and THB.

Duration of Assignment:

Twenty working days in the period from 15 August to 15 December, 2025.

Developing training methodology for the awareness-raising sessions, including training materials, agenda, and pre-post questionnaire, and liaising with the OSCE Human Rights Officers (10 days); Developing a youth-friendly leaflet, designed in the shape of a smartphone and inspired by similar materials developed by anti-trafficking organization A21 (5 days); Conducting three 1.5 hour interactive seminars (in Romanian) for up to 50 school students from the left bank of the Dniester/Nistru river (tentatively in November/December 2025) (3 days); Drafting a final report based on the results of informative sessions (2 days).

Necessary Qualifications:

Advanced university degree in law, human rights, social science, gender studies, or other related fields; Knowledge of the local context regarding GBV/THB on both banks of the Dniester/Nistru river; Experience in providing training seminars, workshops and awareness-raising campaigns; Experience in delivering thematic information sessions to combat gender-based violence specifically among youth; Experience in developing brochures/informational leaflets on dealing with GBV or THB; Excellent presentation skills; Fluency in Romanian and Russian languages; professional fluency in English is considered an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
