Description of the Assignment:


The Government of the Philippines has established a new development agenda focusing on the 8-point socioeconomic agenda of the government. All priority national and international dimensions of development are reflected in the Philippine Development Plan (PDP) 2023-2028. Efficient implementation in the areas of planning, budgeting, and monitoring and evaluation are required to ensure the achievement of the national development goals.

The National Economic and Development Authority (NEDA) and the United Nations Development Programme (UNDP) Philippines have embarked on a partnership to support the capacity development activities for NEDA and other agencies towards more effective evaluation of PDP and Public Investment Plan and Fiscal Plan implementation at the national and sub-national levels. Financed by NEDA and implemented with full UNDP country office support, the Strategic Monitoring and Evaluation (M&E) Project will help strengthen the capacities of NEDA and select government agencies to conduct evaluations that support the achievement of the PDP and the Sustainable Development Goals (SDGs) by enabling evidence-based decision making. Through the provision of technical advisory and project management services, the project aims to support NEDA and government in managing and conducting evaluations and result in improved public-sector management and Official Development Assistance (ODA) monitoring and evaluation. This is aligned with UNDPโ€™s Country Programme Document 2024-2028 intended outcome on human capital development, resilience, and resilience-building particularly in institutionalizing and strengthening national capacities to evaluate and improve development policies in the government. This also supports UNDPโ€™s Strategic Plan 2022-2025 in terms of developing capacities of government to integrate 2030 Agenda by integrating SDGs in the conduct of evaluations.

Through the provision of technical advisory and project management services, the project aims to support NEDA and government in managing and conducting evaluations and result in improved public-sector management and Official Development Assistance (ODA) monitoring and evaluation. The Strategic M&E Project has the following components: 1) managing the conduct of evaluations of key themes, sectors, and/or programs under the PDP; 2) assessing the evaluation capacity of and providing learning opportunities to NEDA and other government agencies; 3) supporting the implementation of the National Evaluation Policy Framework (NEPF) through the development of implementation guidelines and other advisory services; 4) project management; and 5) strengthening monitoring of the Philippine Development Plan (PDP).

Since the implementation of activities in 2018, several changes in priority activities and additional outputs were identified to address emerging needs of NEDA and respond to changes in the external environment such as during the COVID-19 outbreak in 2020. An evaluation unit lodged in NEDA was also created in the latter part of 2022 through the Project to directly implement and manage the planned evaluation activities. This provided more opportunity for the project to advocate for institutionalizing evaluation activities and interventions that can be adopted, expanded, and sustained by the government.

As the project is about to end in June 2026, UNDP Philippines requires the services of a National Evaluation Consultant in conducting a Terminal Evaluation (TE) to assess the quality of the projectโ€™s strategy and implementation and analyze its contribution to achieving its goal.

The project is implemented nationwide with key activities focused within Metro Manila, in the vicinity of NEDA and central offices of government implementing agencies. The projectโ€™s key partner is NEDA in collaboration as well with the Department of Budget and Management (DBM). A list of other partner government offices who were engaged in the implementation of project activities is found in Annex A. The projectโ€™s main target beneficiaries are the M&E staff of NEDA and partner national government agencies.

The projectโ€™s Theory of Change (TOC) sets the foundation of its intended outcomes and outputs with the main intended result of improving the capacity of NEDA and other government agencies to conduct PDP-linked evaluations. This also served as the blueprint for the activities conducted during project implementation. The projectโ€™s Theory of Change is found in Annex B.

Qualifications

Education

At least masterโ€™s degrees in social sciences, Economics, International Development, Research Methods, Evaluation, Gender Studies and/or any other related fields. A higher degree as well as specialized training in Monitoring & Evaluation, project management, gender equality, etc., are advantageous.

Experience

At least five (5) years of work or consultancy experience in the monitoring and evaluation of development programs and projects, with preference to those with demonstrated specialization/ experience in evaluations, and those with work experience in the government or international organizations.

A portfolio of at least two (2) published and unpublished research work in relevant policy/program areas (monitoring and evaluation, economics, public sector service, public policy, governance, gender and development, and national development processes) and/or research output from consultancy. Research works may include applied research studies, e.g. evaluation, action research, policy papers, etc. At least one (1) of these should be a mid-term or terminal evaluation.

At least five (5) years demonstrated experience in the application of various quantitative and qualitative research methodologies, with demonstrated specialization in either quantitative or qualitative research, or both.

Fluency in the English language and proven ability to write high-quality technical reports. Applicants will be required to submit a portfolio of sample published and unpublished research work samples in relevant policy/program areas (monitoring and evaluation, public sector service, economics, public policy, governance, gender and development, and national) and/or research output from consultancy. Research works may include applied research studies, e.g. evaluation, action research, policy papers, etc. At least one (1) of these should be an evaluation. Also, applicants are required to submit his/her proposed methodology on the evaluation process.
