Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action globally. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
The Republic of Serbia is a signatory to several important international treaties guaranteeing gender equality and prohibiting gender-based discrimination, including CEDAW and the Istanbul Convention. National commitments on gender equality are in place, such as the National Strategy and Action Plan for Gender Equality and the Gender Equality Law. Despite the existing legal and policy framework, gender inequalities persist in Serbia across all spheres of life.
Developing and implementing investments which are integrating gender is one of the priorities of UN Women Serbia. In that respect, UN Women is collaborating with Agence Franรงaise de Dรฉveloppement (AFD) on a project titled \"Gender Responsive Investments\" in Serbia to contribute to the mainstreaming gender equality across policy reforms and major investment programs in Serbia. The specific objective is to provide cross-cutting support to the AFD Regional Office for the Western Balkans and its relevant partners/beneficiaries to strengthen the integration of gender aspects in the investment projects and support to reforms programs funded by AFD in the region.
Ministry of Mining and Energy (hereinafter: MME) is one of the key beneficiary institutions as investments in energy are one priority area of AFD assistance to Serbia. In that respect, UN Women is working closely with MME, Sector for EU integration and international cooperation to improve their capacities for policy planning and integration of the gender perspective in investment planning and implementation processes. The Sector needs administrative, technical, and logistical support for smooth investment planning and implementation, and for preparing to implement the function of the Managing Authority for the IPA III funds under the Operational Programme for Window 3. Furthermore, they need assistance in gathering data, report generation and research to support integration of the gender perspective in all management cycles and in coordination of data gathering and needs assessments of other Sectors within MME and outsideย with other government institutions.ย
Description of Responsibilities/ Scope of Work
Working under the overall supervision of UN Women Programme Management Specialist and Project Officer, the consultant will be responsible for the following:
1.Support in gender mainstreaming of investmentsย
Provide administrative or technical support in theย Sector for EU integration and international cooperation (hereinafter: Sector) in planning and implementation of investment projects to be funded by the EU, bilateral donors and IFIs, especially AFD,ย including but not limited to data gathering, preparing inputs, scheduling meetings, drafting meeting minutes. Assist in research and gather data on gender-based needs and concerns as well as socio-cultural and socio-economic contexts that could be addressed by projects and programmes planned by the MME or under implementation, especially funded by the AFD. Assist in coordination with other departments in MME and/or other institutions and companies that are part of the energy sector to gather data on investments planning.ย Assist in developing proposals on integration of the gender perspective into the planning of new investment projects, especially supported by AFD loans.ย Assist data gathering and preparing inputs for policy briefs and reports on investments in the energy sector. Respond to inquiries and requests for information from other departments or institutions. Administrative and logistic support to the Sector relating to communication with other government institutions, international organizations, IFIs, CSOs, media and other relevant partners, through material preparation, communication with national and international stakeholders.ย2.Support in gender mainstreaming of IPA Operational programmeย
Assist in gathering inputs and data for drafting relevant documents for the Sector to act as the Managing Authority for managing IPA III investments. Assist in gender mainstreaming of the calls for proposals or project documents that will be developed under the IPA Operational Programme.ย Assist in coordination with other departments in MME and/or other institutions and companies that are management and control system for implementation of the Operational Programme.ย Assist in developing communication guidelines and ensure dissemination of all relevant information to partners.ย Respond to inquiries and requests for information from other departments or institutions. Coordinate organization of meetings, events, and other activities, including organization of conferences, roundtables, and trainings.ยConsultantโs Workplace and Official Travel
This consultancy is office-based, requiring full-time presence at Ministry of Mining and Energy premises from Monday to Friday, 8 hours per day.ย
Financial Arrangements
Payments will be issued monthly upon certification by UN Women that the Consultant has satisfactorily performed the services as outlined in the description of responsibilities. The duration of the contract will be determined solely by UN Women.
