Title: National Consultant to support the Implementation of the Peace Building Fund (PBF) Projects at UNFPA- Guinea-Bissau Hiring Office: UNFPA Guinea-Bissau Purpose of consultancy:
The national consultant will provide essential support to the PBF projects, including in the areas of M&E. This position will play a pivotal role in ensuring that the project is effectively monitored, evaluated, and reported on, contributing to evidence-based decision-making and program improvement.

The UNFPA country office in Guinea Bissau is looking for a national consultant to support the implementation of the PBF onย Inclusive Policies and Institutions for a Peaceful Society: strengthening the Social fabric and fostering youth meaningful participation in the decision-making in Guinea-Bissau.

Objective of the assignment/Output of the Consultancy
The national consultant will undertake the following tasks:ย
Budget management and donor reporting focusing on achievement of the following results:
Effective support to UNFPAโs internal financial management including undertaking necessary QUANTUM+ to support finance solutions on budget management, prepare of budget/project revisions, and generate relevant financial reports. Help conduct payment of the activities through Quantum+. Manage and review payment requests from Implementing partners in Quantum+. Support in processing payments of ICs, contractual services and vendors and provide quality checks of vouchers in terms of accuracy and documentation. Preparation of relevant information, specifically related to reports and financial analysis. Supports the preparation of relevant documents and review of donor/third-party contribution agreements, managing contributions in the resource Management system. Assist in the process of projectsโ audit assurance activities and evaluations.ยMonitoring and Evaluation
Prepare and maintain project documentation, including meeting minutes, project reports, and correspondence. Contribute to the preparation of project success stories, lessons learned, and best practices for dissemination.Documentation and Reporting:

Duration and working schedule: The duration of the consultancy will be 6 months with possibility of extension depending on the performance and availability of funds. Place where services are to be delivered: The National consultant is located in Guinea-Bissau Country Office (CO) and will work under the guidance and coordination of the UNFPA Assistant Representative, and direct supervision of theย Youth and Demographic Dividend Programme Analyst. The National consultant will support the implementation of the PBF project with UNFPA at the country office level. As such the incumbent will contribute to the successful achievement of the results outlined in the project documents. Delivery dates and how work will be delivered (e.g.ย electronic, hard copy etc.):Main deliverables
PBF implementing partnersโ work plan for 2025 are completed and inserted in Quantum+ (from May to June); PBF 2025 work plan implemented, effectively monitored and resulted reported (From May to December); All payment requests from PBF project implementing partners are processed and completed. (from May to December). payment for ICs, contractual services and vendors from PBF projects are processed. (From January to December); Provide programme assistance support to the Youth and Demographic Dividend unit (From May to December)ย Payment ScheduleยAll payments, without exception, will be made upon certification from the supervisor of the contract, of the satisfactory and quality completion of deliverables and upon receipt of the respective and approved invoice.
The fee is based on an all-inclusive basis.
Supervisory arrangements:ย The national consultant will work under the guidance of the UNFPA Assistant Representative, the direct supervision of the Youth and Demographic Dividend Programme Analyst.Required expertise,ย

Academic qualification:ย Bachelor's degree in a relevant field, such as international development, social sciences, or a related discipline.
Work experience:ย A minimum of 2 years with a Masterโs degree or 4 years with a Bachelorโs degree or of relevant progressive experience in Business Administration, Economics, Accounting Management, Engineering Project Development and Management with a focus on planning, monitoring, reporting, and stakeholder and team coordination.
Technical skills and knowledge:ย
Strong organizational and administrative skills.
Excellent communication skills, both written and verbal.
Proficiency in data collection and analysis, using relevant software tools.
Knowledge of M&E concepts and methodologies is an asset.
Ability to work collaboratively in a multicultural and diverse team.
