Project Context and Scope
Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. The consultancy will be carried out within the framework of the IOM project โImproving migration governance and access to services for displaced Afghans in Pakistan and Central Asiaโ. Through this intervention, IOM seeks to support government institutions in the region and local communities in addressing immediate protection and humanitarian needs of Afghan populations and local communities. The aim is to mitigate the mid-term impact of the crisis on societies in the region, and to support recovery and resilience for longer-term sustainable development. IOMโs intervention contributes to IMCBPโs selected priority area on strengthening governance: working with national and local authorities to strengthen migration systems and institutional capacity in addressing migration crises and responding to the most urgent humanitarian and protection needs.

Within the above-mentioned project IOM Kazakhstan will support the Governmentโs measures in capacity -building for district police officers that include new information containing specific sensitivities, such as how to effectively engage with local communities and Afghan nationals. Also, in cooperation with Border Guards Service, ย IOM ย will conduct the basic Dari and/or Pashto language course to support the strengthening the border officersโ capacities in identifying and preventing the potential cases of migrantsโ smuggling at the border as well as effectively communicate with Afghan nationals. The courses on Dari and Pashto language will be conducted at four borders service training centers equipped with language laboratories.

Tasks to be performed under this contract
- In close coordination with IOM, to provide support with the preparations to conduct basic level of Dari/Pashto language courses for officers of Border Guards training centers.
- In close coordination with IOM provide support in conducting the Community and Engagement Policing for the national stakeholders;
- Support the project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
- Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.ย
- Perform other related duties as assigned. ย Performance indicators for the evaluation of results ย
The quality targeted and detailed of the work performed as established in above as well as compliance with agreed delivery dates, as follows:
- A work plan developed consultatively and finalized with IOM project team;ย
- Monthly Progress Report;
- Final analytical report on the results achieved during consultancy period.ย ย Education, Experience and/or Skills required:
- School diploma with five years of relevant experience; or,ย
- Bachelorโs degree in Political or Social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with at least two years of professional experience
- Prior work experience with international humanitarian organizations, non-government or government organization, as well as research institutionsย in a multi-cultural setting is an advantage.
- Knowledge of financial rules and regulations. Languages
