Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Amid record levels of conflict, the proportion of women killed in armed conflicts doubled between 2022 and 2023. Women are bearing the impact of conflicts worldwide but are not being included in peace negotiations and peacekeeping. As a result, any peace achieved may be short-lived . Despite these challenges, women's organizations, movements, and networks have established themselves as powerful agents of change. Numerous women-led initiatives at both national and international levels provide multifaceted support to communities, particularly to women and girls affected by conflict. This includes promoting awareness of human rights, Gender Equality, Violence against women and girls, and the WPS agenda, implementing economic empowerment programs, and other measures aimed at trauma recovery and relief through feminist and community-based psychosocial supportโall while amplifying women's voices. A notable example is the \"Peace Sentinels,\" a network of women volunteers trained to monitor, mediate, prevent, and respond to violence against women and girls in contexts of armed conflict and violent extremism in collaboration with local authorities. To date, they have managed approximately 30 cases of domestic and sexual violence, provided psychosocial support to over 3,000 women and girls through community therapy, and reported over 50 cases related to violent extremism and youth recruitment via mobile phones. Furthermore, 17 peace champions, originally identified and trained by UN Women, are now leading local advocacy efforts, contributing to peacebuilding and social cohesion at grassroots levels. These results were made possible by the implementation of the WPS Project's second phase.
Current efforts, however, are constrained by limited resources and weak local capacity, hindering effective and timely support for women affected by conflict and violent extremism. To address this, there is a need to consolidate the expertise previously gained and optimize community-based early warning and conflict management systems by making them gender-sensitive. This requires strengthening local capacities with essential resources, including tools (referral protocols, ICT equipment such as mobile phones), skills, and information to ensure these mechanisms are both effective and accessible to all women and girls.
Based on the above, UN Women and the Ministry of Labour, Gender and Social Action (MTGAS) have embarked on the third ( phase of the WPS project entitled: โShe Leads for Peace: Consolidating the Meaningful Participation and Leadership of Women and Girls in Peace, Security, and Recovery Processes in Mozambique (2025โ2027)\", aiming at enhance the role and influence of women and girls in promoting sustainable peace and resilience, ensuring they benefit equally from conflict and disaster prevention efforts in Mozambique.ย
As part of the implementation of the project mentioned, UN Women in collaboration with the MTGAS and organizations and movements led by women and youth, is organizing two (2) Regional five-days (5) Training of Trainers (TOT) for women and youth organizations and movements on a mobile-based early warning system and conflict prevention for communities vulnerable to climate disasters, violent extremism, and political crisesโ denominated Peace Camps. These camps are designed to create transformative, creative, and culturally relevant spaces for learning and cross-sharing. This includes interactive workshops, mentorship sessions, panel discussions, role play, and networking opportunities, all aimed at fostering collaboration, knowledge sharing, and personal growth.
Following the training, participants will be expected to leverage their new skills to conduct cascade training sessions, establish and enhance community-level early warning mechanisms, run advocacy campaigns through traditional and digital platforms, and disseminate key information about GEWE, WPS, EVAW, and WEE. Furthermore, they will play a critical role in providing support to women and girls affected by conflict by reporting cases of violence, promoting social cohesion, and participating in local decision-making processes, including planning.
The Peace Camps - will cover the fundamentals of the Women, Peace, and Security (WPS) agenda and its link to violent extremism, Violence Against Women (VAW), Gender-Based Violence (GBV), PSEA, and early warning mechanisms. It includes practical workshops on gender-sensitive early warning mechanisms and referral protocols, as well as digital communication and activism /advocacy through the use of digital tools, and facilitation skills. Further sessions will focus on fostering dialogue between the Mozambique Armed Forces and women's movements. The training will conclude with the development of district-level action plans to ensure practical application of the acquired knowledge and sustainability by scaling up the peace sentinelsโ model to other locations.

Specific Objectives
1.ย ย ย ย Strengthen the skills of women and youth organizations and movements on the WPS agenda with a focus on preventing and responding to violent extremism.
2.ย ย ย ย Build the capacity of 100 womenโs and youth organizations and movements to create, manage, and operationalize gender-sensitive community early-warning mechanisms, including referral protocols and adequate responses for women affected by conflict.
3.ย ย ย ย Develop the facilitation skills of 100 women and youth organizations and movements as trainers, enabling them to plan and conduct participatory trainings, manage groups, and disseminate knowledge and best practices within their communities.
4.ย ย ย ย Equip 260 women and youth organizations and movements with digital /ICT tools to implement and optimize gender-sensitive community early-warning mechanisms in contexts of conflict, crisis, and violent extremism.
5.ย ย ย ย Promote digital communication and activism skills of women and youth organizations and movements, empowering them to use digital and social platforms such as Instagram, WhatsApp, Facebook, TikTok, and Twitter/X for advocacy and disseminate information, share success stories, and engage target audiences.
6.ย ย ย ย Foster dialogue and collaboration between women and youth organizations and movements, and members of the Mozambican Defense Armed Forces (FADM) in preventing violence against women and girls in contexts of armed conflict, crises, and violent extremism.
Expected Outputs of the TOT- PEACE CAMPS:
โข ย ย ย ย Increased strong confidence, facilitation, and peacebuilding skills of the 100 women and youth organizations and movements, enabling them to effectively lead, influence, and promote the WPS agenda and respond to GBV violent extremism at community levels.
โข ย ย ย ย Improved community early warning mechanisms by equipping 260 women and youth organizations and movements to manage gender-sensitive systems, enabling real-time reporting of conflict-related GBV and a coordinated response through mobile digital tools and referral protocols.
โข ย ย ย ย 100 women and youth with advanced skills in using social media platforms, including Instagram, WhatsApp, Facebook, TikTok, and Twitter/X to run awareness campaigns, share success stories, and mobilize their communities, significantly increasing the visibility of their causes.
โข ย ย ย ย Consolidated collaboration between women and youth organizations and movements, and armed forces members, operationalized through a joint action plan for preventing violence against women and girls in crisis and armed conflict settings.
โข ย ย ย ย 9 Actionable district-level plans developed and adopted by participants, providing a clear roadmap with timelines and responsible parties for follow-up activities for scale-up.

Furthermore, a lead facilitator will oversee the entire training to ensure consistency and that all deliverables are met. The impact on participants' knowledge will be measured through pre- and post-assessment questionnaires.
Format:
The training sessions will be conducted in person at the regional level (North and Centre), covering participants of 4 provinces and 14 districts, namely: Cabo Delgado (Pemba, Chiรบre, Ancuabe, Macomia, and Montepuez), Nampula (Meconta, Erati, Moma), Manica (Baruรฉ, Vanduzi), and Sofala (Gorongosa, Nhamatanda, Cheringoma, and Chibabava). The participation of 10 FADM members per region is also anticipated.
Local and date: The first one will be held in December from 1 to 5, 2025 โ Pemba (as part of the 16 Days of Activism), Cabo Delgado, and February 23 to 27,2026 - Nhamatanda, Sofala - Locations to be determined.

The 100 participants for the Peace Camps will be drawn from the existing network of Peace Sentinels and Peace Champions, as well as representatives of the women-led organizations that support this network, 12 representatives per district. Participants will be between 20 and 63 years old.ย
