Description of the Assignment: National Consultant - Joint Final Independent Evaluation

Period of assignment/services: 49 person-days spread from August 2025 to February 2026


Competencies and Qualifications:


The Consultant should possess the following qualifications:


Advanced university degree (master鈥檚 degree or equivalent) in sociology, development studies, political science, peace and conflict studies, international relations, public administration, or other related field.

At least 7 years of demonstrated experience in designing and conducting evaluations of peacebuilding, durable solutions to displacement, and/or other related interventions is required. Familiarity with the UN (including its Agencies, Funds, and Programmes) is required, while familiarity with the PBF is a strong advantage.

At least 5 years of experience in mixed methods research and employing participatory, gender-, and youth-sensitive data collection approaches is required.

Experience working in at least 3 evaluations on peacebuilding and/or displacement. Experience in evaluating projects in the BARMM is highly preferred.

Fluency in spoken and written English is required. Fluency in the local language is a strong advantage.
