Job Purpose
IRRI is seeking to recruit a national consultant who will support IRRI in conducting a GHG baseline assessment to assess the baseline survey adoption of GHG-relevant technologies in selected 7 provinces regarding their impact on greenhouse gas emissions. Initially, the 7 reference provinces are chosen at Nakon Sawan, Suphanburi, Phitsanulok, Ubon Ratchathani, Nakon Ratchasima, Roi Et, Chiang Rai to represent the North, Northeast, and Central regions based on their characteristics.
This position will be based at the IRRI Thailand Office in Bangkok and may only be filled by permanent citizens of Thailand.
Roles and Responsibilities
The national consultant must be fluent in Thai, as well as in local dialects, to effectively communicate with diverse community of smallholder farmers. Additionally, the consultant should have prior experience in data collection, particularly through collaboration with smallholder farmers, to ensure the successful implementation of the project’s activities.
Work closely with the IRRI team to design, implement, and report on a GHG baseline assessment survey. Define study approach and scope and identify data requirements Design survey process which includes but is not limited to survey questionnaires, sampling/survey methodology, data collection tools, schedule of field survey, data analysis, and quality assurance procedures Develop structured survey questionnaires and the data collection tools and manage the process to maintain consistency Prepare an inception report that includes the study approach, scope of survey, data collection approach, data collection tools, timeline with key milestones, and deliverables Ensure that necessary approvals and permissions are obtained from relevant governmental organizations Ensure collaborative engagement with provincial officers, target farmers, or farmer groups across the seven designated provinces to facilitate smooth and efficient fieldwork Conduct a pilot test of data collection tools (e.g., surveys, interview guides) on a small scale to identify methodological or technical issues, such as question clarity, response validity, etc., and refine or adjust the tools based on feedback from the pilot test Supervise field enumerators to ensure adherence to the data collection approach, maintaining consistency across provinces and interviewers, and ensuring data integrity Conduct a survey of baseline adoption of GHG-relevant technologies and in-depth interviews with rice farmers in the 7 reference provinces using the finalized data collection tools Clean the data to address inconsistencies, missing values, or errors after data collection, analyze and calculate a GHG emission based on the survey results with IRRI team Data Analysis and Interpretation: Analyze the collected data using appropriate statistical methods and interpret the findings Prepare and submit a comprehensive GHG baseline assessment reports written in English describing in detail: GHG emission results and the baseline survey with the detailed methodology, sampling procedures and key findingsQualifications
Higher degree in Agricultural Sciences, Environmental Sciences, Climate Change, Applied Sciences, or another relevant field; Minimum 5 years of experience working with baseline survey and assessment, particularly in GHG emissions related to rice production. Experience in conducting similar work in Thailand particularly experience in the rice sector, especially in working with local farmers Demonstrated expertise in conducting field surveys, collecting data, qualitative and quantitative methods and analysis, and preparing detailed reports and summariesSkills Required
