Work LocationManila Expected durationThree months Duties and ResponsibilitiesScope of Work Under the supervision of the Head of the RCO, with additional guidance from the RCO Economist, the Consultant will: Phase 1 1. Conduct a comprehensive review and analysis of the existing literature and publicly available data and reports on the financing for development landscape in the Philippines (including public, private, international, and innovative sources), and the current financing flows, mechanisms, and gaps related to the SDGs, the updated Philippine Development Plan 2023-2028 and the Bangsamoro Development Plan 2023-2028 2. Meet and engage with key stakeholders (to be agreed with UNRCO), which includes but is not limited to, the UNCT, government agencies, development partners (multilateral and bilateral), private sector, academe, and civil society, to gather data and insights 3. Identify the existing and emerging operational and strategic gaps, challenges, and opportunities for the UN to scale up innovative financing for sustainable development in the Philippines Phase 2 4. Develop practical and actionable guidance for the UNCT that identifies specific entry points for the UN to assist the Government of the Philippines in mobilizing and leveraging financing for sustainable development in sectors relevant to the UNSDCF and identifying the best suited financing instruments and tools 5. Prepare and present findings and recommendations to the UNRCO and UNCT, and, if necessary, support UN in outreach to the Philippine Government. For both phases 6. Conduct bi-weekly progress update calls (in-person or online) with UNRCO 7. Produce and submit the written deliverables as specified below. The Consultant is required to complete the following five UN mandatory learning programs for consultants within one month from the start of the assignment: 1. BSAFE, 2. Information Security Awareness โ€“ Foundational, 3. Ethics and Integrity at the United Nations, 4. Preventing Sexual Exploitation and Harassment, and 5. Records and Information Management. Qualifications/special skillsWork Experience At least 15 years of relevant professional experience at senior management and/or technical levels in development finance, public policy, or related areas in the Philippines is required; similar professional experience in other middle-income countries is an advantage Education Advanced university degree (Masterโ€™s or higher) in Finance, Economics, Public Policy, Development Studies, or related field Demonstrated practical experience in development finance, public finance, project finance or related area; experience in sectors related to human capital development (e.g. education, health, nutrition, employment and skills development, etc.) is an advantage Strong knowledge of the Philippine development context and financing landscape, including Philippine government and bilateral/multilateral development partnersโ€™ structures, roles, responsibilities, processes, mechanisms, policies, etc. related to financing for development, including innovative finance mechanisms Knowledge and understanding of the UN system (e.g. mandate, systems, processes, policies) is required; previous experience with the UN or other international organizations involved in financing for development is an advantage Demonstrated ability to write clear, concise, and evidence-based technical reports and to effectively communicate and engage with stakeholders LanguagesFluency in English is required; knowledge of Filipino (Tagalog) is advantageous Additional InformationDeliverable - Description - Timeline Phase 1 Inception and Interim Progress Report - Methodology, work plan, and stakeholder engagement strategy; Preliminary findings and stakeholder inputs โ€“ 31 Dec. 2025 Phase 2 Draft Final Report - Comprehensive mapping, policy and institutional review, gap analysis, mapping of opportunities and potential partners, outlining strategic options and actionable recommendations for UN engagement in development financing โ€“ 16 January 2026 Presentation to UNRCO/UNCT and Final Report - Revised report incorporating feedback from UNRCO/ UNCT and finalized for dissemination to internal and external audiences โ€“ 27 February 2026 No FeeTHE UNITED NATIONS DOES NOT CHARGE A FEE AT ANY STAGE OF THE RECRUITMENT PROCESS (APPLICATION, INTERVIEW MEETING, PROCESSING, OR TRAINING).
