Description of the Assignment: National Consultants for Independent assessment of project in Lao Cai, Yen Bai, Thai Nguyen and Cao Bang province.
Period of assignment/services: July 2025 to October 2025 (32 days)
Typhoon Yagi affected 3.6 million people across nearly half of Viet Nam’s 63 provinces (26 in total), exacerbating vulnerabilities in communities already at risk from climate-related disasters. The disaster has resulted in 320 deaths, 25 missing, and 1,978 injuries. While early warning systems and pre-emptive evacuations helped reduce casualties, Typhoon Yagi severely affected livelihoods, displacing thousands and damaging critical infrastructure. The housing sector was hard-hit, with severely damaged houses across 26 provinces. Over 283,383 houses were damaged or had their roofs blown off; 122,415 houses were flooded; and 3,755 schools and 852 healthcare facilities were damaged.
In response to the Government of Viet Nam’s request for support, UNDP mobilized funding and implemented projects to provide assistance to affected households and communities in several provinces, including: Lao Cai, Yen Bai, Thai Nguyen and Cao Bang. These efforts include the following project:
ROK funded programme: UNDP and the Embassy of the Republic of Korea collaborated on a recovery programme in Lao Cai, Yen Bai, Thai Nguyen, Cao Bang. This project adopted a comprehensive, three-pronged approach to support early recovery, focusing on immediate needs, enhancing long-term disaster resilience, and promoting sustainable development in affected areas. The initiative aligns with the ROK’s priority areas outlined in its Country Partnership Strategy, including environment and climate change, education, governance, transportation, public health, and public administration.
As the project is coming to an end, UNDP is recruiting a qualified national consultant to undertake an independent assessment. The assessment will need to cover all aspects such as data collection, consultations, meetings, analysis, report development and final programme workshop preparation and presentation.
Proposal should be submitted directly in the portal no later than indicated deadline.
