Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In accordance with the UN Women Strategic Plan, UN Women Regional Office for Asia and the Pacific (ROAP) works to advance social, economic, and political rights of women and girls, including the right to live free of all forms of violence. Ending violence against women is a priority area in UN Womenโ€™s strategic plan.ย

UN Womenโ€™s focus on Ending Violence Against Womenย 

Violence Against Women (VAW) is one of the most widespread violations of human rights worldwide, globally affecting around one in three women in her lifetime. Regional evidence suggests that a similar rate applies in the Asia-Pacific region, with wide ranging differences in specific contexts and populations. VAW is a human rights violation resulting in immediate and long-term physical, sexual, economic, and mental health consequences for the survivors. The impacts of VAW goes beyond survivors affecting families, communities, and countries. However, research suggests that VAW is preventable. Elimination of VAW requires a holistic approach focusing on both response to and prevention of VAW at different levels from individual, community, institution, societal and governmental levels. Over recent years, the UN Women office has been engaged in EVAW with initiatives that can be leveraged for further work on EVAW, such as:

Antitrafficking and violence against migrant workers Safe and Fair project Violence in public spaces, such as the Safe Cities initiative Long collaborations with womenโ€™s rights organizations (WROs) to advocate for policy changes, raise awareness about violence against women, and enhance VAW response systems.

Moreover, the programme presence office has been actively engaged in policy discussions with the government, including the Philippine Commission on Women (PCW). Two years ago, UN Women submitted a policy proposal to review laws related to violence against women (VAW) and violence against children (VAC). While UN Women has participated in policy deliberations and provided inputs, the efforts have not been as comprehensive as intended due to competing priorities. Nevertheless, strong relations with the Senate Committee on Women, Children, Family Relations and Gender Equality and other key national stakeholders have contributed to the advancement of CEDAW recommendations, including legislation on public sexual harassment and workplace harassment.

At present, the Philippines Programme Presence Office (PPO) does not have a specific EVAW programme in place and is seeking to enhance its programming on Ending Violence Against Women (EVAW). The Regional Office for Asia and the Pacific (ROAP) will provide technical assistance in this regard, and the Philippines PPO is looking for an EVAW Coordinator to liaise with them and serve as the focal point for all EVAW-related work of UN Women in the Philippines, under the supervision ofย the Country Programme Coordinator. The consultant will be supported by the Operations Associate, who will be the point of contact on the contract and payment matters.

Description of Responsibilities /Scope of WorkUnder the supervision of the Country Programme Coordinator, the incumbent will coordinate with UN Women Philippines PPO and with UN Women ROAP on the following:

Development of a UN Women country level EVAW strategy/road map addressing both response and prevention efforts for UN Women Philippines; Support for the development of BARMM RAP-EVAW; Technical inputs to laws and policies on VAW-VAC: Support and engage in ongoing advocacy and legislative efforts to revisit Republic Act 9262 Anti-Violence Against Women and Their Children Act; and Capacity Building to strengthen the EVAW skills and knowledge of UN Women staff, government officials, and CSOs/WROs in the Philippines through targeted capacity-building initiatives National consultations for the ASEAN Regional Action Plan on EVAW

Deliverables/ OutputsPayment will be processes upon approval of the following deliverables relating to the tasks indicated above: Target due dates

1.a. Lead preparations for a participatory workshop on VAW Prevention with duty-bearers in the Philippines, in partnership with Prevention Collaborative. This will include coordinating and holding preparatory meetings with the following on substantive and logistical preparations for the workshop:

Prevention Collaborative Philippine Commission on Women Other members of the Interagency Council Against Violence Against Women (IACVAWC) Civil society organizations working on EVAW (3 each from NCR, Luzon, Visayas, and Mindanao, which the consultant will help identify)

1.b. Support the Prevention Collaborative in developing the workshop report and refining the workshop co-design session output

2.a Assist the Philippine Commission on Women in conducting a stock take of VAW prevention efforts in the Philippines. This assessment can include a desk research of UN Women Philippines' past efforts in VAW prevention, highlighting key results, resources, partnerships, and evidence gathered. This will include reviewing the evaluation of the Safe and Fair program, among other relevant initiatives.ย

2.b. Analyze findings of step 1 and 2. Based on this analysis, identify strategic areas for further action and growth and draft a strategy/road map.

Kick-off meeting to set the tone for a series of dialogues reflecting on EVAW efforts, with a focus on primary prevention.ย  Engaging key stakeholders to discuss the progress of EVAW work in the countryโ€”what has been accomplished, what has worked, and where gaps remain, as well as sharing global and regional evidence on successful EVAW approachesย  Reviewing the evidence generated and lessons learned from this existing/recent workย  Supporting Philippines civil society and government partners to develop priority objectives and actions on EVAW that can be included in the RAP Legislative efforts to revisit Republic Act 9262 Anti-Violence Against Women and Their Children Act

UN Women will provide the National Consultant โ€“ Coordinator for EVAW with substantive inputs to ensure the completion of deliverables in line with the objectives of the organizations. This is a home-based consultancy, with reporting to UN Women Philippines office as needed, including for printing of documents or when required to work on-site, and attendance to activities relevant to the engagement within the duty station. As part of this assignment, there may be at least one mission related to the scope of work, which will be arranged by UN Women in accordance with UN Womenโ€™s travel policy.

The expected duration of the assignment is 180 person-days betweenย May and December 2025, unless revised upon mutual agreement between the consultant and UN Women.

Education and Certification:

Languages:

Fluency in English and Filipino is required.ย  Knowledge of BARMM languages/dialects an asset.
