Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development. Placing women's rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.ย 

Peace and security represent one of the key thematic areas of UN Womenโ€™s mandate. Based on UN Security Council Resolution 1325 and nine subsequently adopted resolutions, the Women, Peace, and Security (WPS) Agenda, recognizes the gendered nature of conflict and peacebuilding. Accordingly, one of the goals of the WPS Agenda is to promote gender equality and strengthen the participation of women in all aspects of conflict prevention, peace processes, peace operations and peacebuilding.ย 

Media plays critical role in creating awareness and popularize UNSCR 1325. Media is also crucial in popularizing UNSCR 1325 and build a broader reach to sensitize communities and raise awareness about the role of women in both conflict situations and peaceful societies. For this the media and journalists, themselves must have an awareness on the topic of WPS Agenda and the gender in peacebuilding. With medias, building the capacity on the WPS agenda and raising their awareness will help them in contributing to the development of National Action Plan on WPS Ethiopia is on the process of development.ย

On the other hand, conflict reporting has its own principles. From conflict reporting Gender sensitive conflict reporting has been a particular focus especially in conflict situation. Gender Sensitive conflict reporting has its own principles and practices. The situation in Ethiopia shows journalist do not follow these principles and report gender issues in conflict as any other issues or do not report at all. To resolve this challenge Ethiopian Media Authority in collaboration with UN Women has prepared a guideline on Gender Sensitive Conflict Reporting for Ethiopian Media. It is important to create awareness on the guideline and make use of the principles by the journalist and media houses. ย 

To build the capacity of journalists on the UNSCR 1325 and WPS agenda as well as Gender Sensitive Conflict Reporting Guideline, UN Women is planning to conduct a two round three-day training on โ€˜Women Peace and Security Agenda and Gender Sensitive Conflict Reportingโ€™. Through this training, UN Women will build the capacity of Journalists on issue related to the participation of women in peacebuilding and WPS agenda as well as familiarize them with the principles and practice of gender Sensitive Conflict Reporting.ย 

This ToR therefore is prepared to guide the hiring of consultants to organize two rounds of three-day capacity building training workshop on the Women Peace and Security Agenda and Gender Sensitive Conflict Reporting.
Organizational setting, reporting and collaborators.

The consultant will be reporting to Program Specialist, WPSHA, and will be supported by WPS Programme Officer, who will be the point of contact on the contract and payment issues. Inputs on the documents will be provided by UN Women and EMWA.

Monitoring and including reporting requirementsย 
The consultant will work closely with UN Women and EMWA The training content and materials will be shared in advance to UN Women and EMWA for comments and close follow up. The reviewed content will be shared back to the consultants who will incorporate comments as a way forward proceeding to the training.

Description of Responsibilities /Scope of Work
The national consultant will be engaged in preparing and delivering the training and is expected to carry out the following tasks: ย 
โ€ข ย ย ย ย Develop and design a three-day two round training Programme on Women Peace and Security Agenda and Gender Sensitive Conflict Reportingโ€™.ย 
โ€ข ย ย ย ย Content includes Gender and peacebuilding, Background on Women Peace and Security Agenda and UNSCR 1325, National Action Plan on WPS development and Roles of journalists on the process, Skills of conflict resolution story (content) development, Gender Sensitive Conflict reporting: principles and practice, The role of media in peace building.ย 
โ€ข ย ย ย ย Prepare major points of discussion (e.g., using Power Point) that could be easily referred to in the organization of the training.
โ€ข ย ย ย ย Contextualize the training to reality of the participants; develop exercises and simulations by collecting stories reported on how journalists report in a gender sensitive way in conflict situations and role they can play in popularizing the Women Peace and Security agenda and support the development of National Action plan on Women Peace and Security.ย 
โ€ข ย ย ย ย Develop and conduct pre- and post-assessment of the training and prepare a final workshop report (for two rounds) of the consultancy that includes assessment of participant evaluations.

Deliverablesย 
โ€ข ย ย ย ย A comprehensive training program with the following components for individual sessions: Learner Objectives, Time, Session Overview, Materials, Handouts, Special Preparation Steps, Tasks, Key Points for Discussion
โ€ข ย ย ย ย A PowerPoint presentation and other reading materials to be shared during the training.
โ€ข ย ย ย ย Conduct a three-day two round capacity building training program.ย 
โ€ข ย ย ย ย A workshop report covering the pre and post assessment evaluation, challenges and lessons learned on the training for the two rounds.ย 

The training is expected to have a practical component where the trainees are able to deliberate on sample stories and come up with their own examples and share their experiences.

Consultantโ€™s Workplace and Official Travel
This is a home-based consultancy. As part of this assignment, there will be a maximum of 1 trip to Bishoftu to conduct the capacity building training.
