Purpose of Consultancy:

The Social Norms Change Analyst

The United Nations Population Fund (UNFPA) is the lead UN agency working towards achieving universal access to sexual and reproductive health (SRH), gender equality, and ending harmful practices such as child, early, and forced marriage and unions (CEFMU). In the Philippines, UNFPA is implementing its 9th Country Programme (2024-2028), which aims to ensure that every pregnancy is wanted, every childbirth is safe, and every young personโ€™s potential is fulfilled.

The Social Norms Change Analyst will contribute to UNFPAโ€™s efforts to mainstream gender-transformative and human rights-based approaches into its programming, with a particular focus on eliminating discriminatory gender and social norms that limit womenโ€™s and girlsโ€™ rights and access to services in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The consultant will support the development and implementation of evidence-based policies and programs that address gender and social norms as key barriers to sexual and reproductive health and rights (SRHR) and prevention of gender-based violence (GBV) and harmful practices.

The consultant will provide technical and policy support to integrate gender-transformative and social norms change approaches into UNFPAโ€™s programs in BARMM. The consultant will work closely with government agencies, local government units (LGUs), civil society organizations (CSOs), and development partners to advance sustainable strategies addressing harmful gender norms.
