On March 19, 2025, the Republic of Kenya (โ€˜Kenyaโ€™) officially submitted its Instrument of Accession to become the newest member of the GGGI. On April 18, 2025, Kenya became the 50th Member State and 10th African nation to join the organization, alongside Angola, Burkina Faso, Cote dโ€™Ivoire, Ethiopia, Rwanda, Senegal, Togo, Uganda, and Zambia. This milestone highlights Kenyaโ€™s commitment to advancing sustainable economic development and reinforces its dedication to green growth and social inclusivity.

As of June 2025, GGGI was in the process of establishing a dedicated country presence in Kenya. In Kenya, GGGI currently has active projects in the following areas:

In 2024 GGGI launched the Carbon Transaction Facility (CTF), GGGIโ€™s programmatic approach to scaling up international carbon trading under Article 6 of the Paris Agreement. CTF encompasses the Article 6 Readiness Facility and multiple carbon funds. The Readiness Facility is a multi-donor fund providing technical assistance and capacity building for Article 6 implementation in potential host countries. The carbon funds seek to channel carbon finance to developing countries through the purchase of Internationally Transferred Mitigation Outcomes (ITMOs) generated from mitigation activities implemented in GGGI Member and Partner host countries. Kenya has shown significant interest in international carbon markets, and in particular, in the Article 6 of the Paris Agreement. With the support of development partners, it has amended the Climate Change Act (in 2023) and developed the Climate Change (Carbon Market) regulations to provide an overarching framework for institutional roles, responsibilities, and country priorities for participation in international carbon markets. It is currently receiving support from numerous international partners, such as the European Union, GIZ, and UNDP, to achieve full readiness and strategically engage in international carbon markets.

At the end of May 2025, the Kenya Fast-start Article 6 Readiness project for Kenya was approved. The project will run from July 2025 to January 2026 and will support the Climate Change Directorate (CCD) of the Ministry of Environment, Climate Change and Forestry (MOECCF) with capacity building and strategic advisory as it engages in strategic planning and operationalization of Article 6 in Kenya. With the support of the project, Kenya will be better able to manage its growing pipeline of potential authorizations for Article 6 mitigation activities/cooperative approaches, while also developing measures to safeguard the achievement of its updated NDC commitments so that it does not โ€œoversell its carbon budgetโ€ while still benefitting from increased access to carbon finance. The project will develop a detailed Readiness and Needs Assessment (RNA) to comprehensively review gaps and challenges to full readiness and identify measures to further optimize and administer Article 6 engagement. The RNA will provide support for the development of a longer-term readiness project targeting Kenyaโ€™s remaining readiness activities. Below is the projectโ€™s logframe.

OUTCOME: ENHANCED CAPACITY OF KENYA TO MAKE INFORMED AND EVIDENCE-BASED STRATEGIC CARBON POLICY CHOICES FOR OPTIMIZED PARTICIPATION IN ARTICLE 6

The 7-month project will be managed from Seoul, Korea with close coordination to the GGGI-Kenya office, which is being established in mid-2025. To ensure close coordination with MOECCF and relevant stakeholders, as well as strong contextual understanding, the Seoul-based project manager will travel to Kenya for extended periods of time and work closely with the national focal point, consultant and GGGIโ€™s Head of Kenya Office, who will be based in Nairobi from August onwards.

Objectives of the assignment

GGGI is seeking a national expert (the โ€˜Consultantโ€™) to work on a day-to-day basis with MOECCF and the Climate Change Directorate, officials and the project team in the preparation and delivery of the projectโ€™s key activities from August 2025 to the end of January 2026. The Consultant, in close collaboration with the MOECCF, will be instrumental in ensuring advisory deliverables from the project are well consulted, contextually appropriate, and evidence based.

The Consultant, who will be based at the MOECCF, will provide (1) advisory services, providing technical inputs to the preparation and delivery of key activities and (2) support for coordination in the organization of meetings and workshops. As such, it is important that s/he is both technically knowledgeable about Article 6 and international carbon markets (particularly governance frameworks and institutional arrangements), as well as familiar with the relevant stakeholder ecosystem for carbon markets in Kenya.

Advisory services

Capacity needs assessment: Lead, on the ground, in close consultation with the Director of Climate Change and the Project Manager, a rapid survey of capacity needs of her team and relevant inter-ministerial committees.

Article 6/ carbon markets & Readiness and Needs Assessment (RNA):

Identify and collect relevant documents (existing draft Article 6 strategy, latest draft of NDC 2.0, and all relevant climate/ carbon/ national planning documents) that will serve as inputs to the preparation of the Article 6 strategy and share them with the international firm in charge of the preparation of the strategy and RNA.

Coordinate MOECCF inputs and facilitate their integration in the draft(s) prepared by the international firm (to be hired separately) and the Project Manager.

Undertake consultations with relevant stakeholders and additional research to ensure a strong contextual understanding of Kenayโ€™s engagement in international carbon markets to help guide MOECCF and the project team.

Participate in weekly meetings, review drafts, and collect additional inputs from relevant stakeholders.

Coordination support

Capacity development workshops, validation/ policy discussion workshops: With the project manager, develop the concept notes and plan the technical content of workshops; Identify relevant speakers and collaborations with development partners, where relevant; coordinate with GGGI Regional Office for Africa on logistics and assist with the organization of events as required; as relevant, and as per the Consultantโ€™s ability, deliver specific agenda items in workshops, such as technical sessions on carbon markets.

Missions plan: support the preparation of the project managerโ€™s (and as relevant, other key GGGI staff) mission plans, identifying and arranging relevant meetings.

Deliverables and Payment schedule

GGGI shall pay the Consultant on a monthly basis for the actual number of days worked in a calendar month according to the terms and conditions of the Contract and upon certification by GGGI that the services have been satisfactorily performed. The Consultant shall submit a monthly invoice to GGGI at the beginning of each month for the days worked in the previous month using the template provided.

Expertise required

The Consultant shall be an expert in Kenyaโ€™s climate policy. Selection will be undertaken using the criteria below:

Master's degree in climate change, environmental policy, development policy, or another closely related field. Bachelorโ€™s degrees with two additional years of work experience can also be considered.

Between 5-8 years of direct work experience in national climate/ environmental policy in Kenya. Prior experience providing technical inputs and/or drafting national climate policy documents in Kenya is required.

Extensive experience in working closely with the Government of Kenya โ€“ MOECCF preferably โ€“ on carbon markets is desirable.

Clear understanding of Kenyaโ€™s legal system and regulations is required.

Experience working as a staff or consultant for international organizations is desirable.
