Description of the Assignment: National Consultant-Urbanist on the development of the concept of the master plan for the city of Petropavlovsk
Period of assignment: No more than 90 working days (tentatively from June - October 2025)
Place of Work: Home based with business trips to Petropavlovsk and Almaty

PURPOSE
Stage 1. Preliminary analytical review and assessment of current and emerging risks for the city of Petropavlovsk, taking into account climate change and natural disasters and other factors. (20 working days).Objective: To collect basic information and conduct a primary analysis for subsequent stages.Stage 2. Supporting pilot testing of the self-assessment methodology and development of recommendations for improving the sustainability of the city of Petropavlovsk based on the conducted analysis of risks and vulnerabilities; formation of a concept for the development of the city of Petropavlovsk (within 25 working days).Objective: to organize pilot testing of the self-assessment methodology, summarize the results, develop recommendations, and assist in the implementation of the regional methodology.Stage 3. Development of a master plan for sustainable development of the city of Petropavlovsk and preparation of demonstration solutions (35 working days)Target: Based on the analysis and self-assessment, develop a master plan for the development of the city of Petropavlovsk, including visualization tools, monitoring and proposals for demonstration projects.Stage 4 Final Report: The report should contain a summary of the comments and suggestions received from the UNDP Istanbul Regional Office (IRH), the UNDP Country Office, as well as other regional and national stakeholders and experts. This information is necessary to ensure that the actions taken are consistent with ongoing initiatives and strategies, and to maintain the high quality and integrity of the integration processes within the project.The proposal should be submitted directly in the portal no later than the indicated deadline.

ЦЕЛЬ ПРОЕКТА
Этап 1. Предварительный аналитический обзор и оценка текущих и возникающих рисков для г. Петропавловск, с учетом изменений климата и стихийных бедствий и других факторов. (20 рабочих дней).Цель: собрать базовую информацию и провести первичный анализ для последующих этапов.Этап 2. Оказание поддержки пилотному тестированию методологии по самооценке и разработке рекомендаций для улучшения устойчивости города Петропавловск на основе проведенного анализа рисков и уязвимостей формирование концепции развития города Петропавловск (в течение 25 рабочих дней).Цель: организация пилотного тестирования методологии по самооценке, обобщение результатов, выработка рекомендаций, содействие во внедрении региональной методологии.Этап 3. Разработка мастер-плана устойчивого развития г. Петропавловск и подготовка демонстрационных решений (35 рабочих дней)Цель: На основе проведённого анализа и самооценки, разработать мастер-план для города Петропавловск развития, включая инструменты визуализации, мониторинга и предложения по демонстрационным проектам.Этап 4 Финальный отчет: Отчет должен содержать обобщённую информацию о полученных комментариях и предложениях от Стамбульского регионального офиса ПРООН (IRH), странового офиса ПРООН, а также других региональных и национальных заинтересованных сторон и экспертов. Указанные сведения необходимы для обеспечения согласованности предпринимаемых действий с текущими инициативами и стратегиями, а также для поддержания высокого качества и целостности процессов интеграции в рамках реализуемого проекта.Предложение должно быть подано непосредственно на портале не позднее указанного срока.
