Result of ServiceUnder the overall supervision of the UN Resident Coordinator for Belize, and with support from the MSDCF Formulation Task Team, the international consultant will be responsible for the implementation of the assignment and deliverables, which include: (a) Prepare Inception Report outlining the methodological approach for the MSDCF design, key stakeholders (government and non-government) to be engaged, key questions to guide the consultation process, timeline for consultancy, and deliverables, risks and mitigating actions. (b) Review and analyse critical inputs to the CF formulation process such as the MSDCF 2022-2026 Evaluation, the Multi-Country Analysis, National Common Country Analyses, Annual Results Reports, document key priorities, gaps and lessons learned and propose strategic recommendations for the MSDCF 2027-2031. (c) Based on the Multi-Country Analysis, formulate indicative development outcomes to be achieved by countries by 2031 in the Caribbean region and indicative regional outputs for the UN system to form the basis of discussion on core CF priorities. (d) Facilitate the Theory of Change and Strategic Prioritization Workshop and consultations, securing broad consultation, engagement and agreement among national governments, regional institutions, civil society and marginalized groups. (e) Capture the feedback and input is received during discussion among the UNDS, governments and regional institutions on visioning, prioritizing and validating strategic priorities and related outputs, using innovative approaches such as foresight, reviewing both what the UN works on (programmatic focus) and how the UN work (moving towards UN 2.0). (f) Engage with key development partners, including bilateral and multilateral organizations, throughout the formulation process to ensure alignment with ongoing development initiatives, mobilize technical expertise, and secure buy-in for the Cooperation Frameworkโs strategic priorities and results. (g) Deliver the Theory of Change and MSDCF Results Framework, agreed by the UN Development System in the Caribbean, governments, regional institutions and civil society organizations. (h) Draft the narrative of the MSDCF document, in line with the Cooperation Framework Guidance in close consultation with the RCs and UN Agencies, Funds and Programmes. (i) Facilitate UNDS and multistakeholder consultations on the draft MSDCF and collect and document comments and suggestions for improvement, including from governments, regional institutions, the Peer Support Group and DCO. (j) Prepare a presentation on the MSDCF and other visualization products, as required. Work LocationThe consultant will be Home-based (workplan, desk review, systematization of inputs, theory of change, results matrix, and the MSDCF document). One trip to the Caribbean for the facilitation of the Strategic Prioritization workshop and consultations with stakeholders. Expected duration1.11.25 - 31.03.26 Duties and ResponsibilitiesThe overall objective of the assignment is to support the United Nations Development System in the Caribbean in developing the MSDCF 2027-2031. Under the overall supervision of the Resident Coordinator for Belize, and with support from the MSDCF Formulation Task Team the consultant will be responsible for the preparation and implementation of the MSDCF Formulation, which includes: I. Formulate a detailed workplan that will guide the process of developing the new Cooperation Framework in the Caribbean context. The methodology should be informed by an analysis of the overall regional context against the 2030 Agenda and the SDGs, including but not limited to the Multi- Country Analysis, the Antigua and Barbuda Agenda for SIDS, the MSDCF 2022-2026 Evaluation and other key UN and non-UN documents. II. Facilitate the overall consultation and CF design process, including the development of a Theory of Change, MSDCF Strategic Priorities and the regional results framework III. Draft the MSDCF narrative under the guidance and leadership of the Regional Steering Committee. Qualifications/special skillsThe Candidate selected to undertake this present assignment should have the following qualifications: โข Advanced University degree in international development, public policy or related field is required. โข A minimum of 15 years of relevant professional experience, including in the area of international development, visioning and strategic planning and designing sustainable development strategies and programmes is required. โข Excellent writing and analytical formulation skills with demonstrated experience in preparing strategic and programming documents or similar analytical documents is required. โข Ability to undertake complex analysis and to apply qualitative and quantitative analytical methods, under time constraints, is required. โข In-depth knowledge of UN role, UN reform process and UN programming at the country level, particularly strategic programming with regard to the SDGs and the 2030 Agenda is desirable. โข Strong experience and knowledge of the UN programming principles including LNOB, human rights, gender equality and women's empowerment, sustainability and resilience and accountability. โข Strong understanding of the challenges of Small Island Developing States and regional programming and solutions โข Experience in facilitating multi-stakeholder workshops and meetings is desirable. LanguagesFluency in English is required. Additional InformationThe assignment is expected to last for a total of 60 working days between November 2025 and March January 2026. The performance of the Consultant will be evaluated based on the satisfactory delivery of the deliverables. The International Consultant will work under the guidance of the UN Resident Coordinator for Belize and the RCO Head of Office, in close collaboration with the MSDCF Formulation Task Team. Day-to-day management of the consultancy will be overseen by the RCO Head of Office. Regular briefings will be provided to the RSC, the RCs and UNCTs on the progress of work and feedback will be duly incorporated. The six RCO in the region will provide guidance, data and analytical support as well as quality assurance, in consultation and coordination with the RSC and relevant stakeholders.
