Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment and a better life, leaving no one behind.

FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.

The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.

Specifically, FAO Country Offices:

(i)ย ย ย ย advocate, inform and support policies and investments in the areas of FAOโ€™s mandate;
(i)ย ย ย ย provide technical assistance and deliver core services;ย 
(iii) ย  ย  ย  ย  ย assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;ย 
(iv) ย  ย  position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems ย  transformation; andย 
(v)ย ย ย ย  ย  ย  ย  ensure risk-smart and accountable operations and management. ย 

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations, the academe and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, mechanization and modernization through improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

The Monitoring and Evaluation (M&E) Specialist plays a key role in ensuring that a NPOA SSF M&E Results Framework and Monitoring Plan and other related documents are crafted that will enable monitoring of activities being implemented by different national government agencies towards achievement of objectives of the NPOA SSF.

Tasks and responsibilities

โ€ข ย ย ย ย Review the Monitoring, Evaluation and Learning Framework for the implementation of the SSF Guidelines (MEL4SSF) against the NPOA SSF RFM to ensure synergies where possible, including results from the piloting the MEL4SSF in the Philippines. ย This will include review of the Monitoring and Evaluation module of the NPOA SSF taking into consideration the reporting system of other national government agencies (including data to be collected per indicator, tools for data collection and analysis, report flows and feedbacking, and learning). It will also take into consideration gender and IP-sensitive data/information collection and analysis to include sampling and survey design, sampling and survey instruments, and guidelines for data gathering).
โ€ข ย ย ย ย Assist in thePlanning Workshop on the NPOA SSF RFM (including workshop preparation and consolidation of results and report-making)ย 
โ€ข ย ย ย ย Support the development of the NPOA SSF RFM Plan, with the NTWG and BFAR TWG, to include the project development objective (PDO) and intermediate results indicators (including resilience indicators), baseline values (preliminary using secondary data (if available) on real fishing household income and poverty indices), cumulative target values, frequency of reporting, data sources and methodology (if available)ย 
โ€ข ย ย ย ย Identify alignment of NPOA SSF implementation and contribution to SDG 14.b and other relevant SDG indicators and targetsย 
โ€ข ย ย ย ย Participate in the co-management workshop.
โ€ข ย ย ย ย Prepare and submit NPOA SSF M&E RFM Plan and other related documentsย 
โ€ข ย ย ย ย Attendance to relevant internal meetings organized by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements ย  ย 

โ€ข ย ย ย ย University degree in Statistics, Economics, Fisheries, Aquaculture, or Aquatic Resources or related degree programs.
โ€ข ย ย ย ย At least five (5) years of relevant experience in monitoring, evaluation accountability and learning, data analysis, data visualization, and/or information management specially in the field of fisheries and aquaculture.
โ€ข ย ย ย ย Working knowledge of English
โ€ข ย ย ย ย National of the Philippines. or resident in the country with a regular work permit.

Technical/Functional Skills

โ€ข ย ย ย ย Excellent written and oral communication skills in English and Tagalogย 
โ€ข ย ย ย ย Ability to communicate in a Mindanaoan dialect is an advantage.
