    Background

    The project objective is to enhance the efficiency and coverage of an MHEWS for climate change-induced hazards in Uzbekistan given the projected climate change impacts. The approach combines principles articulated in the Global Framework for Climate Services with a โ€˜value-chainโ€™ approach to target specific weaknesses in the delivery of early warning services, given the specific modes of operation, current infrastructure, technical capacities and institutional arrangements. The project will introduce the impact-based MHEWS based on the socio-economic risk modelling and will explore and facilitate elements of forecast-based financing as an innovative paradigm-shifting approach to the use of climate data in decision-making.ย  More specifically, Output 1 will address the first element by investing in the automatic hydro-meteorological monitoring infrastructure required for the generation of hazard-specific forecasting and risk models. Output 2 and Output 3 will focus on building the systems and modelling capacity to generate impact-based forecasts creating dissemination channels to first responders and communities through updated communication technologies to enable real-time risk analysis and evaluation, as well as working with communities at risk to be able to interpret, understand and react to those warnings.

    Gender inequality is one of the main indicators of inequality and is played out along political, social and cultural dimensions. It is closely linked to poverty and other development challenges which is deeply rooted in social norms and economic conditions with a greater impact on the poor, particularly on women and young people.

    Therefore, the project will contribute towards greater gender equality by adopting gender-responsive approaches for the design of the climate information services, including how end users are communicated to and with; promoting gender-balance, where possible, through technical and maintenance capacity-building activities of hydro-meteorological networks, equipment and systems; and establishing a gender-aware policy national framework to inform collaboration between climate service and national/regional hydro-meteorological stakeholders

    The purpose of the gender mainstreaming throughout various phases of disaster management is to empower women and see them as capable agents of change, who can manage crisis, deal with its aftermath, and take on leadership roles in the family and community.ย 

    Duties and Responsibilities

    The project envisages to hire M&E and Gender Outreach Analyst, who will secure implementation of the Gender Action Plan; support gender mainstreaming in the project activities by reviewing/contributing to the technical TORs as adequate; participate in project technical working groups; deliver trainings to national partners, experts and communities; support implementation of the local grievance redress mechanism; conduct periodic monitoring visits to the project sites to ensure smooth implementation and sustainability of activities/results, ensure close coordination and strong information flow between the communications and knowledge management aspects of the project.

    Under the direct supervision of the Project Manager, the M&E and Gender Outreach Analyst will work closely with the project team, and inter/national consultants and will be fully responsible for coordination of all relevant thematic and outreach activities across the three project components through providing sound technical expertise and oversight.

    Overall tasks:

    Gender activities:

  • Analyzes the needs for gender mainstreaming in climateย risksย and early warning issues, ensures that gender concerns will be brought to the forefront through:ย 
  • sensitization of official beneficiaries on the crucial role of women in the society and importance of their engagement in decision-making processes;ย 
engagement of women in capacity building activities of national stakeholders responsible for various disaster risk reduction functions, as well as communities vulnerable to climate risks; Enhanced gender considerations in disaster preparedness activities.ย  Ensures gender inclusiveness in climate change risks and disaster preparedness activities.ย  Ensures that men, women and traditionally marginalized groups are given due consideration during project implementation. Mainstream gender considerations and engagement of women in resilience building activities. Adopts gender-responsive approaches for the design of climate information services. Provides assistance in organizing and conducting a gender-sensitive socio-economic vulnerability assessment and developing socio-economic risk models for decision making and prioritization of resilience building activities. Contributes to promotion of gender equality by reaching, involving and benefiting both women and men in project activities (gender mainstreaming) with ensuring availability of gender disaggregated data; ensure that gender analysis is part of every substantive analysis and report of the project. Provides recommendations and inputs in defining the context and development of messages on multi-hazard risk information, which are tailored to the needs and capabilities of vulnerable groups, targeting women, children, senior citizens and persons with disabilities (PWDs). Ensures collection of gender-disaggregated data and indicators to measure improvements and identify areas of focus. Ensures the collection of lessons learned from gender mainstreaming activities undertaken by the project. Drafts terms of reference for and work with international and local consultants to be engaged for gender mainstreaming. Works closely with Gender Specialist and relevant staff of UNDP CO, consults with national partners to ensure timely and efficient implementation of GAP and planned activities. Plans and implements the work in accordance with the overall work-plan and GAP using both human and financial resources available in the most effective/efficient way and ensure compliance with UNDP and nationally set procedures. Provides corresponding inputs to development of Annual Work Plan and Budget as well as Annual Plan of Activities for all 3 Outputs.ย  Will be responsible for smooth integration of the Gender Action Plan (GAP) with project activities envisaged under Activities 1, 2 and 3.ย  Provides gender sensitive and gender disaggregated inputs to reporting to UNDP and GCF.

Outreach activities:

Ensures that information and visibility materials including the success and human stories demonstrates impact of UNDPโ€™s initiatives on the most vulnerable groups and ultimately contribute to enhancing inclusiveness and transparency in Uzbekistan. Creates and ensures the coverage/update of the project activities/events on the National partnersโ€™ resources, UNDP national and global web-portals, national and international media sources, including social networks (Facebook, Twitter, YouTube, Instagram, Telegram channels) with relevant news and posts. Provides assistance and lead the process of development of the scenario/script and the short video about the mobile application developed within the framework of the MHEWS project for broadcasting on national TV.ย  Contributes in organizing various public awareness events including roundtable discussions, workshops, exhibitions and trainings. Coverage of training sessions that will be conducted within annual plan:ย  Taking interviews;ย  Developing outreach materials, including news post / social media posts.ย  Creates at least one human story that demonstrates how stakeholders of the MHEWS project benefit from the project activities.ย  Prepares and disseminates all project-related visibility materials including the news posts, press releases, newsletters, infographics, success stories and promotional materials to ensure projects visibility with national partners, civil society, donors, national and international mass media. Takes photo and video, supports in developing publications and media materials, identifies and coordinates services of engaged consultants and companies;ย  Ensures wide coverage of the events in the media through involvement of representatives from print and broadcast mass media to these events;ย  Ensures translation of all project press-releases, news, bulletins, follow-up stories to three languages (English, Russian, Uzbek);ย  Monitors media and supplies project staff with information relevant to project activities, develops periodic reports on media coverage of project activities and results

M&E activities:

Ensures a robust monitoring and evaluation system is in place for a project. Oversees routine data collection processes to ensure the timely delivery of high-quality, accurate, and verifiable data, and provide support to national monitoring of SDG indicators.ย  Updates the Logical Framework (LogFrame), Risk Log and GAP to track project outputs and results.ย  Coordinates the preparation of periodic M&E reports, including donor reports, project progress reports, and evaluation summaries. Identifies risks and challenges in program implementation and provides recommendations for mitigation. Prepares a monitoring plan of project activities in the field based on annual plans, GAP and other relevant documents of the project. Conducts monitoring visits to project sites (automated weather stations, hydrological posts, Territorial operational management centers, communities, etc.) to observe and record the progress of planned activities, so that the project results indicators can be adequately monitored. Prepares monitoring reports and provides independent observation, identifies potential implementation risks in achieving the planned results, and proactively proposes potential solutions for decision making and inclusion/correction of planned project activities. Provides assistance in planning and organizing the projectโ€™s terminal evaluation to be conducted by the team of national and international experts. Contributes to elaboration of and โ€˜exitโ€™ project strategy to make project outputs sustainable in the long-run.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under the direct supervision and guidance of the Project Manager, Public Relations and Outreach Analyst renders operational and thematic services with ensuring high quality, accuracy and consistency of work. Public Relations and Outreach Analyst will work in close collaboration with national partners, local and international consultants, projects, operations, CO Communication Analyst and Programmeโ€™s staff to exchange information and ensure consistent service delivery and undertake day-to-day responsibility for operational and thematic support services for the satisfactory achievement of the related project deliverables.

Required Skills and Experience

Education:

Advanced university degree (masterโ€™s degree or equivalent) in Journalism, Public Relations, Communications, Social Sciences, Gender studies, Psychology, Economics, Development Studies, or equivalent field is required. A first-level university degree (bachelorโ€™s degree) in the fields stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Applicants with a masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in the field of PR, outreach and media communication.

Languages:

Fluency in English and Russian is required.ย  Good command of Uzbek is desirable.

Required Skills:

Previous experience in developing and implementing communications strategies for organizations or projects. Progressive experience in gender mainstreaming in development projects and/or government programs.

Desired Skills:

Proven /previous experience in gender and M&E, analysis, research and studies, relevant public relations and communications; Proven /previous experience in crafting compelling narratives, press releases, and digital content.
