The UNDP Moldova Strategic Support Unit (SSU) is a specialized team established to advance strategic coherence, policy innovation, and impactful development interventions across Moldova. The SSU reports to the UNDP Moldovaโ€™s Resident Representative and Deputy Resident Representative, ensuring alignment with strategic priorities and measurable impacts.

Operating within the broader context of UNDP Moldovaโ€™s commitment to supporting the countryโ€™s sustainable development, the SSU aligns its efforts with UNDPโ€™s overarching mandate to eradicate poverty, reduce inequalities, and build resilient, inclusive institutions. UNDP Moldova plays a central role in accelerating Moldovaโ€™s progress toward its national development priorities, including the Moldova 2030 Strategy, and advancing the Sustainable Development Goals (SDGs). Through its partnerships with the government, civil society, and private sector, UNDP Moldova supports reforms, fosters innovation, and delivers results across key areas such as governance, economic development, digital transformation, and social inclusion.

The SSUโ€™s role is critical in supporting the countryโ€™s progress toward these priorities, with a strong emphasis on fostering resilience, inclusivity, and innovation. The Unit operates in close collaboration with UNDP Moldovaโ€™s programming/cluster teams, government institutions, civil society, and private sector partners. This collaborative framework ensures alignment with Moldovaโ€™s strategic objectives, leveraging synergies and partnerships to enhance institutional capacity and promote effective governance across key development sectors.

The SSU consists of a multidisciplinary team of experts, including specialists in policy development, digital integration, communications, gender and inclusion, and partnership-building. This team works together to provide comprehensive, integrated support to address challenges like digital transformation, public administration reform, and socio-economic vulnerabilities. Inclusivity remains a core principle of the SSUโ€™s initiatives, ensuring equitable development outcomes.

The Unit supports the advancement of digitalization, the strengthening of public service delivery, and the promotion of evidence-based policy design. By bridging gaps between projects and aligning them with strategic frameworks, the SSU ensures that all interventions maximize their potential for meaningful impact.

Through its adaptive, forward-looking approach, the SSU contributes to shaping a sustainable, inclusive, and equitable future for Moldova. It reinforces UNDPโ€™s role as a trusted partner in fostering Moldovaโ€™s progress in its national development aspirations

Duties and Responsibilities

The Monitoring and Data Analyst will primarily support technical monitoring, data analytics, and evaluation processes to inform evidence-based decision-making. ย The responsibilities will include:

Provide data analytics and research support to enhance programme design and decision-making, focusing on achievement of the following results:ย 

Serve as the focal point for data collection in programmatic research conducted by the CO and work closely with CO Programmes on results-based monitoring;ย  Conduct systematic data collection, cleaning, and analysis in compliance with UNDP UNDP monitoring and evaluation (M&E) frameworks; Develop, maintain, monitor and lead the update of dashboards, databases, and analytical tools to monitor key performance indicators; Collaborate with the Policy Specialist on research initiatives and data collection activities to inform policy development; Prepare analytical reports, policy briefs, and research publications that support strategic planning and programme adjustments.

Enhance monitoring, evaluation, and results reporting to support effective programme delivery, focusing on achievement of the following results:ย 

Provide effective support in monitoring, evaluation and quality assurance processes and exercises in the CO; Support the preparation/periodic review of work plans, monitoring and evaluation frameworks for projects/programmes/CO in line with UNDP and donor requirements; Provide other support to enhance UNDP programme coherence and quality; Assist in the preparation of required documentation for audits, evaluations, and compliance reviews; Provide quantitative and qualitative data insights for progress reporting, including input into UNDPโ€™s Results-Oriented Annual Reports (ROAR); Conduct spot checks on project/programme progress to assess implementation status and lessons learned and recommend corrective actions and report to the senior management; Facilitate data quality reviews for project-level and CO-level reporting, ensuring the accuracy and reliability of reported results.

Provide operational and administrative support to facilitate programme implementation, focusing on achievement of the following results:

Maintain structured documentation and knowledge management systems for M&E processes; Provide technical training and support to CO teams and implementing partners on data collection methodologies, monitoring tools, and evaluation frameworks; Support the scheduling and coordination of meetings, trainings, and knowledge-sharing sessions on monitoring and data analytics.

Support capacity building and facilitate knowledge building and sharing on monitoring, evaluation and results-based management in CO:

Organize learning, training, and capacity building activities on monitoring and evaluation, RBM, data collection and survey methods, gender mainstreaming and portfolio approach for project personnel. In close collaboration with relevant teams in CO, contribute to development and delivery of training packages to strengthen CO partnersโ€™ capacities in programme and project monitoring and oversight; Support the identification, synthesis, documentation, and dissemination of key lessons learned and good practices derived from monitoring and evaluation activities on what works, what does not work, revised theories of change to identify innovative ideas for their scaling or replication;ย  Provide sound contributions to local and global knowledge networks, communities of practice, and other knowledge management mechanisms. Proactively participate in UNDP regional and international fora on relevant thematic areas (including engaging in thematic discussions, contributing with analytical papers, etc.);ย  Contribute to the implementation of Evaluation Knowledge Management and Learning Strategy.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangements

The Monitoring and Data Analyst will execute the duties and responsibilities outlined above under the overall guidance of Deputy Resident Representative and direct supervision of the Development Results and Partnerships Specialist.

The Monitoring and Data Analyst will work in close collaboration with the SSU team as well as the team in the Country Office (CO) for effective achievement of results, anticipating and contributing to resolving complex issues and information delivery.

Required Skills and Experience

Education:

Advanced university degree (master's degree or equivalent) in Statistics, Data Analytics, Public Policy, Economics, Social Sciences, or a related discipline is required, or A first-level university degree (bachelorโ€™s degree) in the areas mentioned above in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Minimum 2 years (with Masterโ€™s degree) or 4 years (with Bachelorโ€™s degree) of relevant work experience in the field of data analytics, monitoring and evaluation, research, or a related field.

Required skills:

Proficiency in using computers and office software packages (MS Word, Excel, etc.) with advanced knowledge of spreadsheet and database management tools; Familiarity with statistical software (e.g., SPSS, R, and/or Python) and data analytics methodologies; Strong analytical skills with the ability to translate complex data into actionable insights; Experience in assessment of data quality and analysis of data sets.

Desired skills:

Experience working with international organizations, particularly in a monitoring and evaluation context, is desirable; Proven ability to develop and implement data collection methodologies is desirable; Experience interacting with key stakeholders to support research and evidence-based decision-making is desirable; Experience in national-level monitoring and evaluation system implementation is desirable; ย Relevant work experience with international development organizations is desirable; Experience in handling web-based management systems and data visualization tools (e.g., Power BI, Tableau) is desirable; Additional training and/or certification in data analytics, monitoring and evaluation, research methods, or related fields would be an advantage.

Languages:

Fluency in English and Romanian is required; Knowledge of one or more minority languages relevant for Moldova, including Russian, Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset.
