Organizational Context and Scope

Since 1999, IOM Thailand has been working closely in partnership with the Ministry of Public Health (MoPH) in responding to the challenges of public health and migration. IOM delivers and promotes preventive and curative health programmes in Thailand which are beneยฌficial, accessible and equitable for migrants and mobile populations. A comprehensive approach is taken in addressing public health risks which helps to mitigate and eliminate the impact of communicable diseases, protect migrants and host communities and enhance national health capacity and social services.ย 

IOM Thailand is particularly active in the areas of tuberculosis (TB) detection and prevention and has extensive experience in conducting health assessments and implementing behaviour change campaigns. Through its own network of health assessment centers and laboratories, IOM Thailand provides extensive health services to migrants and refugees such as medical screenings (including laboratory diagnostics, immunization and treatment) and psychosocial assistance so that they can travel and remain healthy throughout their stay in Thailand and abroad.

Under the overall supervision of the Chief of Mission for administrative matters and the direct supervision of the Chief Migration Health Officer (CMHO) in Bangkok, the Migration Health Physicianย will be responsible for medical examination and treatment of the refugees and migrants under Resettlement Migration Health Assessment Programmes.

Ensure the efficient daily operations of the Migration Health Assessment Center (MHAC), in close coordination with the Chief Migration Health Officer (CMHO).ย Conduct the MHACโ€™s migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of: Medical examinations;Imaging;Laboratory testing;Vaccinations;TB management;Treatment and referrals;Pre-departure procedures and medical movements;Documentation, certification and information transmission; and,Other technical areas as may be required.Ensure proper identification of refugees and migrants during the health assessment and record all relevant health information in standard forms; ensuring completeness and accuracy of the recorded information.Provide patient-centred TB treatment services, alongside consultations and treatment relating to sexually transmitted infections, and provide support to the HIV and counselling activities. Oversee and coordinate the management of TB cases to ensure effective TB treatment.Oversee and coordinate accurate and effective provision of immunization and presumptive treatment programmes in full compliance with the technical guidelines and protocols of the resettlement countries. Assist CMHO in monitoring, supervising and educating all staff in the delivery of these programmes.Contribute to and maintain a system of quality improvement for each service area within the MHAC. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement MHAC specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.ย Organize systematic collection, processing and analyses of migration health data according to guidelines established by the CMHO and in coordination with other MHAC staff. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for Migration Health activities.ย Oversee that all data related to heath assessment programmes is appropriately entered to Migrant Management Operational System Application (MiMOSA) and other related databases.Oversee the financial aspects of the MHAC in close coordination with the mission's finance staff: supervise budget preparation, suggest adjustments and cost-effective solutions, and review financial reports.Provide oversight and coordinate the procurement of medical equipment, vaccines, medications and other medical supplies in coordination with the CMHO and the Resource Management Unit.ย Participate in public health activities and health education activities.ย Perform such other duties as may be assigned.Liaise as appropriate across IOM's full health portfolio to facilitate information sharing, explore synergies across programming and relationship fostering across all MHU program areas.

Required Qualifications and Experience
Education
โ€ข ย University degree in Medicine from an accredited academic institution with at least four years of professional experience; orย 
โ€ข ย University degree in Medicine from an accredited academic institution plus Masterโ€™s Degree in Community of Public Health, Epidemiology, Tuberculosis-related disciplines or other related fields from an accredited academic institution with two years of relevant professional experience.
โ€ข ย With Valid medical license to practice is mandatory.

Experience
โ€ข ย Clinical experience, preferably in internal medicine, TB management and infectious diseases;
โ€ข ย Experience in refugees health program;
โ€ข ย Proven expertise or post-graduate diploma/degree in clinical specialization in the fields of pediatrics, pulmonology, or emergency medicine is an advantage;
โ€ข ย Proven expertise or post-graduate diploma/degree in clinical specialization in the fields of internal medicine is an advantage;
โ€ข ย Proven clinical expertise and/or specialization in public health, health care administration, or healthcare management is an advantage; and,
โ€ข ย Proven master trainer experience is an advantage.

Skills
โ€ข ย Knowledge of travel medicine is an asset;ย 
โ€ข ย Demonstrable knowledge of patient safety and infection prevention and control;
โ€ข ย Knowledge of tuberculosis management and experience in interpretation of chest X-ray images;
โ€ข ย High level of integrity, understanding of ethical principles, respect for diversity, ability to work with refugees and migrants from different cultural backgrounds;
โ€ข ย Thorough knowledge of clinical medicine; and,
โ€ข ย Knowledge of migration health assessment programmes.

For this position, fluency inย English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage. Working knowledge of Thai and Burmese is highly desirable.
