OVERVIEW OF THE FUNCTIONS OF THE POST

I. BACKGROUND

Established in 2008 through the endorsement of the Oslo Declaration, the International Task Force on Teachers for Education 2030, also known as the Teacher Task Force (TTF), is a unique global independent alliance dedicated to addressing issues related to teachers and education. Its primary objective is to raise awareness, expand knowledge, and provide support to countries in line with target 4.c of Sustainable Development Goal 4 (SDG 4). This goal aims to \"ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.\"

Aligned with the 2015 Sustainable Development Goals (SDGs), the TTF operates based on its 2022-2025 Strategic Plan, which focuses on three core pillars: knowledge production and dissemination, advocacy, and national and regional policy learning. These pillars are aimed at keeping the importance of teachers and teacher development high on the international agenda.

Organized since 2010 by the Teacher Task Force, the Policy Dialogue Forum aims to raise awareness among members and partners of the TTF on crucial issues for the implementation of the Teacher Target in SDG 4 and Education 2030 agenda. The Forum seeks to have an impact on country policies, reflections and debates. It promotes participatory approaches, dialogue and exchanges of experience in evidence-based teacher policy formulation and implementation.
Through the Forum, the TTF offers a platform for education actors and teacher stakeholders (including policy makers, teachers, representatives from teacher organizations, civil society organizations, researchers, the UN and other international organizations, private sector organizations and foundations) to delve into what it takes to teach and educate children, youth and adults, and reaffirm the relevance of education as an equalizing factor in society. In bringing multiple stakeholders together, the Forum fosters a more effective and focused exchange of knowledge and experiences, and creates a unique opportunity to build alliances for advocacy and resource mobilization.
The Forum offers a unique opportunity to address the efforts of the Members to approach teacher-related matters in different regions and socioeconomic contexts. The next Policy Dialogue Forum is expected to take place in the last quarter of 2026.

II. DUTIES AND REQUIREMENTS

Under the overall guidance of the Director of the Division for Policies and Lifelong Learning Systems (ED/PLS), and of the Chief of the Teacher Development Section and Head of the Teacher Task Force Secretariat (ED/PLS/TED), and the direct supervision of the Senior project officer (coordinator) of the Teacher Task Force Secretariat, the Individual Specialist will support the Teacher Task Force Secretariat in improving its engagement with stakeholders supporting . The consultant will perform the following duties :

A) Governance

โ€ข Support the TTF secretariat in monitoring implementation of the TTF 2024-2025 Workplan, including updating the activity tracker table, preparing internal coordination meetings and meeting minutes.
โ€ข Follow up on TTF new members, including welcome messages and package, in liaison with regional focal points of the TTF Secretariat.
โ€ข Prepare all necessary documents to be submitted prior to the TTF Steering Committee meetings and ensure documentation of these meetings.
โ€ข Provide feedback and advice to the Senior Project officer (coordinator) and the Head of the Teacher Task Force on TTFโ€™s governance-related matters, including the upcoming strategic plan.
โ€ข Execute governance-related and technical tasks as per need of the TTFโ€™s Secretariat, in the occurrence of specific events such as the launch of the next TTFโ€™s Strategic Plan.
โ€ข Provide support to the TTF secretariat in the development process of the 2026-29 Strategic Plan of the TTF.
โ€ข Ensure governance structure and procedures are respected in the process of developing the 2026-29 TTF Strategic Plan.

โ€ข Support the organizing team in the logistic and programmatic preparation of the 15th Policy Dialogue Forum.
โ€ข Review and consolidate available documentation of lessons learnt from previous Policy Dialogue Forums.
โ€ข Develop management tools for the organization of the Policy Dialogue Forum.
โ€ข Advise on potential programmatic arrangements to ensure the Forumโ€™s programme is adequately designed to achieve its expected results.
โ€ข Update the membersโ€™ engagement tracker tool in view of members participation in the Forum.
โ€ข Engage the Arab States regional group co-leads in the preparation of the Policy Dialogue Forum.

There is a possibility of extending the assignment duration by up to 5 months if additional needs arise. By submitting your financial proposal, you consent to applying the proposed monthly rate to the renewal of the contract.

REQUIRED QUALIFICATIONS

Education of expert(s)
โ€ข An advanced (Masterโ€™s or equivalent) degree in international relations, Political Science, Psychology, Pedagogy, Economics or related field.

Work experience
โ€ข At least 5 years of professional experience working in the field of education and particularly on teachers.
โ€ข Practical experience in supporting governing bodies of multistakeholder partnerships.

Required skills/Competencies
โ€ข Ability to multitask under pressure while proactively communicating progress and any emerging constraints and maintaining a high level of responsiveness.
โ€ข Ability to work independently, often within tight timelines, to meet strict deadlines.
โ€ข Experience working in an international, multi-cultural environment.

DESIRABLE QUALIFICATIONS

Desirable skills/Competencies
โ€ข Good interpersonal skills and ability to maintain good working relations with colleagues and staff at all levels within as well as outside the organization.

Languages
