The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

CHAI began working in Lesotho in 2004 to help the government reduce HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. CHAI-Lesotho program has grown since its inception to managing multiple projects and programs serving over 350,000 people in the country, including children, mothers and caregivers.

The Finance and Operations Manager will be responsible for the overall financial management and operations of the CHAI Lesotho Office, ensuring compliance, efficiency, and strategic oversight. This role will support the organization's financial planning, budgeting, and operational management while providing leadership with financial insights, trend analysis, and forecasts. The Manager must be adept at handling a wide range of financial and operational matters, ensuring alignment with organizational goals and donor requirements. Additionally, the role will supervise the Finance and Operations Teams, providing mentorship and leadership to ensure smooth program implementation and support services.

Responsibilities

General Accounting

Review and analyze monthly expenditure reports for submission to HQ and ensuring timely financial reportingMonthly review of the recording of financial transactions according to specific project budget lines and project identification codesReview and analyze monthly preliminary accounts and prepare adjustments including reallocation of indirect chargesManage financial month-end closing and year-end processes including ensuring timely submissions to Boston financeMaintaining the integrity of the balance sheet by preparing monthly balance sheet reconciliations including Bank and CashProvide program managers with monthly expenditure summaries against the budget, and discuss variances, along with the monthly and annual reconciliation of expenditures against donor funding and the budget.Liaises with HQ on matters related to Payroll, Accounting, Budgeting and Reporting, Treasury, and Audit mattersManage and review of payroll register from HQ before payments are made to staffLead all in-country internal and external audits, including donor-specific audits.Responsible for the preparation of financial statementsMonitor cash flow and ensure at all times, the organisation has adequate funds to implement program activities

Financial Management

Develop an in-depth understanding of individual programs/budgets/funding and donor requirements and develop strong relations with program teamsAssists the Country Management in developing and implementing annual operational plans with the specified budget Prepare and present financial analysis and reports on fiscal health of country programManage budgeting, re-forecasting and donor reporting functions of the organization. This includes leading the annual budgeting process and re-forecasting process, donor reporting and grant position managementResponsible for the preparation of the Donor reports and adhering to the reporting dates and guidelines by using relevant reporting format as specified by the Donor, in liaison with the Budgeting and Reporting DepartmentPrepare financial information for donor proposals and respond to donor queries.Ensure compliance with donor requirements for procurement, record keeping, and internal control systemsResponsible for monthly Grant Tracker review by ensuring the veracity of the information in the Grant Trackers Track grants in the pipeline and those ending to ensure smooth grant closure Manage monthly cash forecasting and cash requests for projects always ensuring CHAI Lesotho office has adequate funds to implement program activitiesWork closely with the Country Director to proactively identify financial risks and create mitigation plans

Compliance

Oversee the development, establishment and enforcement of accounting, procurement and operational policies and proceduresEnsure that CHAI file all Tax returns to Revenue Services Lesotho (RSL) timely as required by lawEnsure staff pension funds contribution are remitted timelyOrganize regular feedback to the country team regarding any updates on internal controls and recommends approach to further strengthen adherence Maintain and safeguard CHAI assets, ensure monthly Depreciation, reconciliations carry out periodic physical verifications per CHAI policy

Operations

Assist the CD in planning country operations to support program activities and ensuring country management team and program staff have the support required to implement planned activitiesIn collaboration with the procurement team ensure that CHAI procurement policy is adhered in all purchasing activities Provide guidance to the procurement, logistics and admin focal personReviews, provides input, and periodically updates operations, administrative, and financial policies and protocols as neededEnsure compliance with all local legal and regulatory requirements in coordination with the Administration OfficerSupervise, guide and mentor Finance and Admin team

Qualifications

Bachelor or Masterโ€™s degree in Finance/Accounting or recognized accounting professional qualification (e.g. CPA).Minimum of 7 yearsโ€™ experience in a not-for-profit organization with at least 3 years in a managerial position.Minimum 7 years of experience in Financial Management and Accounting, Business Operations, Strategic Planning, with at least 3 years of supervisory or leadership experience. Prior experience with an international non-profit/NGO is strongly preferred, but not required.Strong familiarity with financial systems including but not limited to: Budgeting, Accounting, Expense recording and Reporting.Working knowledge with online financial systems and accounting softwares eg. QuickBooksStrong understanding of cash flow management, and compliance with regulationsSolid knowledge of compliance and audit practices.Experience managing a Budgeting and Reporting functionProven ability to identify financial performance trends, anticipate impacts, explain variances, and recommend strategic solutions.Excellent proficiency in Microsoft Office, especially advanced Excel skills.Ability to work under pressure without compromising on quality of policy and compliance procedures.
