ContextThe Monitoring and Evaluation (M&E) Associate will be responsible for monitoring and evaluation relating interventions and actions of UNFPAโ€™s Women Friendly Cities (WFC) Project including its field operations in the assigned provinces. The M&E Associate will play a key role in improving the quality and results orientation of UNFPA-supported programme interventions of Women Friendly Cities in developing institutional and national capacity and evaluation. S/he will work closely with the component leads and the entire country office team to ensure M&E aspects are well internalized and applied in line with the UNFPA relevant policies and guidance and will contribute to effective results planning, monitoring, reporting, communication and evaluation of programmes and projects. When necessary, the M&E Associate will provide support to UNFPAโ€™s WFC-related field activities and coordination work at the provincial level. There is possibility of extension of this UNV assignment directly depending on high quality deliveries, satisfactory performance, continuation of mandate, availability of funding, and operational necessity although there is no guarantee of assignment extension.

Task DescriptionUnder the direct supervision of the Programme Analyst the UN Volunteer will undertake the following tasks: 1. Assist with conducting and/or managing monitoring efforts and evaluations that are impartial, independent, credible and meet professional standards. โ— Contribute to the planning, preparation and data collection process of various monitoring, self-assessment and evaluation exercises; โ— Contribute to the preparation for the evaluation of programmes and projects; โ— Contribute to evaluation planning, including preparation of Terms of Reference; โ— Provide scheduling and logistical support for individual evaluations and evaluation or monitoring field visits; โ— Support the application of quantitative and qualitative data collection and analysis tools, techniques and approaches; โ— Keep abreast of developments in the area of monitoring and evaluation, including formal training on techniques and approaches. 2. Contribute to the promotion of monitoring and evaluation frameworks and reports that are useful and ensure that evaluation findings and recommendations are followed up. โ— Participate in and contribute to the finalization of monitoring and evaluation frameworks; โ— Contribute and suggest indicators for monitoring frameworks to measure progress implementation of programmes and projects; โ— Contribute to the development of specific and appropriate monitoring, self-assessment and evaluation tools and processes; โ— Provide support to the development of training materials for national counterparts and implementing partners; โ— Contribute to the appropriate presentation of monitoring and evaluation results for dissemination; โ— Provide input into the relevance and ease of use of the various WFC Programme related data-bases, intra- and internet pages of the UNFPA CO in Tรผrkiye; โ— Contribute to the monitoring of timely entering updates of the management response in the system and with follow up of progress reports and individual evaluations; โ— Participate in meetings, workshops and other discussions to discuss the importance and usefulness of monitoring and evaluation results; โ— Support the use, development, and adaptation of digital M&E tools such as Zoho and DHIS in alignment with programme needs; โ— Facilitate integration of programme M&E requirements when necessary and coordinate with ITSO and other relevant stakeholders; โ— Collaborate with other M&E staff within the Nexus approach to ensure coherence and harmonization of monitoring and evaluation efforts. 3. Contribute to the promotion of monitoring and evaluation functions, principles and a utilization focus within the office. โ— Review monitoring data, progress reports and evaluations for quality control purposes; โ— Contribute to the preparation of quarterly progress monitoring updates and the country office annual report in QuantumPlus , including any progress and annual donor reports; โ— Provide support/advice to project/programme managers in the conduct of monitoring, self-assessments and managing external evaluations; โ— Liaise with programme and operations staff to collect progress data for production of quality programme updates, interim and final project reports as per donors and UNFPA requirements; โ— Partake and contribute to the progress review discussions held within the office and with national counterparts; โ— Contribute to the documentation of successful experiences in monitoring and evaluations; โ— Supervise field coordinators, local equality experts and individual consultants who contribute to the M&E function in the CO. 4. Performs other duties as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: - Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December). - Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. - Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org), - Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. - Assist with the UNV Buddy Programme for newly arrived UN Volunteers. - Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
