Background:

The OSCE Mission in Kosovo (the Mission) is implementing a comprehensive project on โ€œAdvancement of strategic and operational capacities and human rights compliance within security sector institutionsโ€. This project mainly targets the Ministry of Internal Affairs (MoIA) and Kosovo law enforcement institutions, including the Kosovo Police (KP), Kosovo Police Inspectorate (PIK), Kosovo Correctional Service (KCS), Kosovo Probation Service (KPS), and Kosovo Forensic Agency (KAF). Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, and workshops and support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as develop and review sub-legal framework.

The projectโ€™s overall objective is to support the security sector institutions to advance their strategic and operational capacities, and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives:
Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, re-integration and rehabilitation;
Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime;
Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address VERLT.

In line with this, the Mission is organizing a three-day training session for 20 correctional officers to enhance their understanding and application of international human rights standards in correctional facilities. Led by a local consultant, the training will cover key topics such as the human rights of detainees, conditions of detention, and the ethical responsibilities of correctional staff. Officers will learn about ensuring humane treatment, appropriate living conditions, and their role in prison management, including adherence to international human rights monitoring mechanisms. The training will also address the importance of cultural sensitivity and preventing discrimination and harassment. During the training, ethical considerations will be a central focus, with an emphasis on how correctional officers can align their daily practices with human rights principles. Through case studies, discussions, and role-playing, participants will gain the tools to prevent human rights violations and promote a positive institutional culture. By the end of the training, correctional officers will have a deeper understanding of their responsibilities in ensuring fair treatment and contributing to a respectful, legally compliant correctional environment.

Objective of Assignment:


The objective of the training on local and international human rights for correctional officers is to enhance their understanding of human rights principles and equip them with the knowledge and skills to ensure the humane and ethical treatment of detainees within correctional facilities. The training aims to help officers recognize their role in upholding detainees' rights, prevent human rights violations, and create a respectful, safe, and legally compliant environment for both inmates and staff.

Duration of Assignment:

The Consultant will be hired for 5 working days.

Tasks and Responsibilities:

Develop the training methodology and materials, including the pre and post evaluations in consultation with the Police Development andMonitoring Section (PDMS) activity manager and deliver the agenda. Prepare presentation slides and case studies in consultation with the activity manager.Delivering a three-day of local and international human rights legislation for KCS Officers Producing final training evaluation report with recommendations for further action by the OSCE Mission in Kosovo.


Deliverables:

By 03 October 2025, submit the presentation, agenda, and corresponding materials to the activity manager for review and comments.By 08 October 2025, incorporate PDMS comments in training agenda and material and submit the final version to activity manager for approval.From 15 October to 17 October 2025, conduct a three-day training for 20 participantsBy 23 October 2025, deliver a post-training evaluation report to the PDMS Project Manager summarizing the observations during the training.

Necessary Qualifications:

Bachelorโ€™s Degree in Law, Political Science, International Relations, Human Rights, or a related field;Masterโ€™s Degree in Human Rights Law, International Law, or Public Policy (preferred); Experience in Human Rights: A minimum of 5โ€“7 years of work experience in human rights law, policy, or advocacy at both the national and international levels;Work with Government Agencies: Proven track record of working with or advising government institutions, particularly in law enforcement, correctional services, or public security;Consulting Experience: Previous experience as a consultant, preferably in the context of developing or delivering training programs on human rights for law enforcement or correctional personnel;International Exposure: Familiarity with international human rights standards, such as those outlined by the United Nations, African Union, and other international bodies;In-depth Knowledge of International Human Rights Instruments: Strong understanding of treaties, conventions, and protocols;Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender, cultural sensitivity, and judgment.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
