Result of ServiceThe consultant will support the ECLAC team and the Escazรบ Agreement Secretariat in the implementation of the project on public participation and the Committee to Support Implementation and Compliance (CAAC), contributing to the following activities: - Draft preliminary agenda notes and supporting documentation in preparation for CAAC sessions, including background material and talking points, as needed; - Take minutes during CAAC sessions, prepare and publish official summaries, and assist with their dissemination through appropriate communication channels; - Update the CAAC website with the latest information, including session documentation, reports, and updates related to the Committeeโs core functions, ensuring timely and accurate dissemination facilitating the engagement of the public; - Prepare draft reports, summaries and notes to support the consideration by the Committee of communications; - Support the consultation and dialogue processes carried out by the CAAC, highlighting key findings, and inputs; - Deliver training sessions on the Escazรบ Agreement and the CAAC functions, and procedures, with the aim of enhancing their knowledge and facilitating effective stakeholder engagement; - Support the good functioning, maintenance and enhancement of the Committeeโs website and platform for engagement with stakeholders. Work LocationRemote Expected duration10 months Duties and ResponsibilitiesUnder the supervision of the responsible officer, the consultant will substantively support the participation of the public in the Committee to Support Implementation and Compliance by performing the following tasks: - Undertake awareness-raising and public engagement efforts regarding the role and functions of the Committee to Support Implementation and Compliance, including through the regular provision of relevant information, updates, and data to the Committeeโs online platform and the Agreementโs clearing house mechanism; - Conduct legal research and analysis on issues related to the effective implementation of the Escazรบ Agreement, with a particular focus on compliance support, engagement of the public and protection of human rights defenders in environmental matters; - Review and analyze legal texts, national legislation, judicial decisions, international instruments, and other related materials, with a view to identifying trends, challenges, and good practices relevant to the Committeeโs work and the engagement of the public; - Prepare studies, technical briefs, background notes, and draft reports or concept papers as required; - Draft and contribute to technical documents and internal memoranda in support of the project and the Secretariat of the Committee; - Support the organization and logistical coordination of events, consultations, and meetings convened by the Committee or its Secretariat with the public, including liaising with stakeholders, preparing agendas, and drafting invitations or supporting documents and preparing reports; - Assist in the consideration of communications submitted to the Committee by the public; - Perform any other tasks related to the implementation of the project, as requested. Qualifications/special skillsThe consultant must hold a first-level university degree in law and an advanced university degree (Masterโs degree or equivalent) in law, sustainability, or a related field. The consultant shall have at least 8 years of relevant experience in the area of environmental law and policy. Experience in the United Nations system and the Escazรบ Agreement is desirable. LanguagesThe consultant needs to be fluent in written and spoken Spanish and have an advanced level in written and spoken English. Additional InformationNot available.
