PurposeFinance and Budget Services seek to fill three roles in its Financial Operations team, responsible for transaction processing, control, and reconciliation for Accounts Payable, Accounts Receivable, and Treasury. While each role has a primary focus, team members are expected to support other functions during peak periods.Under the immediate supervision of the Finance Officer and overall supervision of the Head, Financial and Budget Services, the incumbent is responsible for processing, accounting, analysis, monitoring and reporting relating to Accounts Payable, Account Receivable, Treasury and UNDP, Subcontractors and Implementing Partners
Duties and ResponsibilitiesEnsure accurate and timely payment of suppliers after reconciling their statements , consultants, temporary staff, and implementing partners, verifying compliance with financial procedures and resolving discrepancies.Manage financial interactions with suppliers, consultants, contractors, and travel agents, resolving disputes and ensuring credits for cancelled trips.Administer the UNDP service clearing account, reviewing monthly charges and reconciling accounts.Oversee implementing partner agreements, advance payments, expenditure reports, and financial controls.Process payroll for temporary staff, including data management, variance analysis, Reconciliations of all payable accounts on monthly basis with the provision of comments ,Maintenance of vendor masterdata , ensuring accuracy and fraud prevention 2. Accounts Receivable (AR)The Accounts Receivable lead is responsible for timely and accurate invoicing for the Organizationโs revenue streams, reviewing, reconciling and taking timely and proactive steps to ensure the collection of outstanding receivables, including writing directly to contact points at third parties, and maintaining records of all correspondence. This role has responsibility for the reclaim of taxes and duties from the Host Government under the Host Country Agreement, including the preparation, support and submission of claims and correspondence with the UK Foreign, Commonwealth and Development Office (FCDO). The core functions of the Accounts Receivable (AR) lead are to:โข Manage invoicing for income streams such as donor contributions, travel recoveries, and insurance reimbursements, ensuring compliance with agreements and financial rules.โข Prepare and submit tax and levy claims (e.g., VAT) to the UK FCDO and address queries.โข Maintain customer master data and manage credit notes.โข Monitor overdue accounts, send reminders, and prepare year-end assessments for doubtful accounts and write-offs.โข Reconcile AR-related accounts and address external audit observations3. Cash and Treasury ManagementThe Cash and Treasury Management lead is responsible for monitoring and maintaining the Organizationโs complex current account balances, ensuring all accounts hold sufficient funds and arranging inter-fund transfers where necessary; monitoring the Organizationโs investments of surplus cash, preparing cash flow forecasts, projections and making proposals for cash available to invest on a monthly basis, and placing those investments after approval; processing payments to suppliers, consultants and staff ensuring internal controls are maintained in doing so; ensuring that global payments reach their destination, proactively addressing queries from the Organizationโs bankers, intermediary banks or recipients in order to do so; processing and reconciling receipts from inter alia donors and customers, and initiating recognition of those receipts; maintaining vendor master data related to bank information, including complex international arrangements; and prepare all relevant reconciliations, working papers and disclosures on a timely basis to support the Organizationโs month-end, year-end, financial statements preparation and audit processes. The core functions of the cash and treasury management function are to:โข Monitor account balances, arrange inter-fund transfers, and manage investments, cash flow forecasts, and treasury placements.โข Process payments and receipts, ensuring accuracy and adherence to controls.โข Reconcile accounts related to cash disbursements, receipts, and investments, supporting financial reports and audits.โข Maintain vendor bank details, ensuring accuracy and compliance with international banking standards.โข Safeguard financial assets, such as safe combinations and unused cheques

ExperienceA minimum of six years of relevant professional and working experience in financial accounting, analysis and reporting
EducationSecondary education to University standard is essential. Part-qualification in a recognized institute such as CIMA, CPA, CA and/or ACCA is required
Language SkillsProficiency in English (written and oral) is essential. A working knowledge of other official UN languages, particularly French or Spanish, would be an asset
OthersProficiency in MS Office applications particularly Excel and Word) is essential. Experience in the use of financial systems and ERP system
