Uzbekistan Office
Under the purview of AUMCO, the UNOPS Uzbekistan Office, established in Tashkent in October 2022 supports the Government of Uzbekistanโs development efforts in the country, through the provision of effective project management, infrastructure and procurement services. At present, the office has signed and has been implementing three engagements contributing to SGD3 (Good Health and Wellbeing), while actively working with the Government of Uzbekistan and development partners in diversifying its portfolio in line with the countryโs development priorities including education.
Project Information
UNOPS Uzbekistan office has a portfolio of projects supporting the Government of Uzbekistanโs efforts in strengthening the healthcare system contributing to SDG3 (Good Health and Wellbeing).
Please note that we are recruiting for multiple Lead Construction Management Engineer positions to support one of the two following projects under UNOPS Uzbekistan.
Under the project โImproving Healthcare in Kashkadarya Region: Delivering Infrastructure Design for New Hospitals in Karshi and Beshkent Cities,โ signed with the Government of Uzbekistan, UNOPS will be responsible for the management of the project and delivery of the infrastructure design of two new hospitals in the Kashkadarya Region, Uzbekistan. The design of two new hospitals is a step towards the Governmentโs ambitious healthcare reform agenda, aimed at providing improved access to quality healthcare to the people of Uzbekistan. The project is closely aligned with the governmentโs priorities under its far-reaching and ambitious reform agenda, with an overall objective for Uzbekistan to improve the health of the whole population through universal health coverage. Presently, the project is nearing the completion of the design phase and will soon enter the implementation of the infrastructure and procurement components.
The project, โUzbekistan COVID-19 Emergency Response Projectโ with the Republic of Uzbekistan's Sanitary and Epidemiological Welfare and Public Health Service (SES) is funded through two major loans from the Asian Development Bank and the Asian Infrastructure Investment Bank. In this project, UNOPS will support the Government of Uzbekistan to renovate or construct up to 45 existing or new laboratories and treatment facilities across the country, procure diagnostic equipment and supplies, and establish an ICT system for monitoring the epidemiological situation to strengthen preparedness and resilience to the COVID-19 pandemic and other epidemics.
The position is advertised at the ICS-10 level and is open to all nationalities to attract a wide pool of experts. The contract (IICA or LICA) will be issued based on your nationality or national residency, in accordance with UNOPS rules and regulations.
The position is open for 4 vacant positions with multiple duty stations (Tashkent, Karshi or Beshkent) please indicate your preferred duty station in your cover letter.
Functional Responsibilities
1. General construction supervision and management duties:
Provide expert opinion/advice to the Project Managers on all engineering issues for assigned works; Ensure UNOPS and national Health Safety and Environment standards are adopted by the contractors, and notify the Supervisor of any irregularities; Identify risks, develop mitigation solutions and escalate to the supervisors; Take timely action to prevent potential delays and/or cost overruns that can be avoided; Monitor contractor presence on the project site, including Bill of Quantities (BoQ) as per approved contract; Assist in stakeholder engagement and communication, maintaining the cooperation with the construction supervisors, contractors, consultants and local authorities; Supervise construction works and administer works execution as per the contractual provisions and the design specifications: Ensure quantity/quality control and time schedule consistency; Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations; Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time; Coordinate national technical personnel and contractorsโ personnel on the day-to-day site supervision; Ensure that documentation on site are kept according to operating procedure for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation); Perform other duties as assigned by the PM in the agreed timeframe;
2. Capacity Building:
Assist with capacity building and training in sound engineering practice for UNOPS national personnel, contractors and local government personnel. Specifically: Facilitate the engagement and provision of high-quality results and services of the UNOPS team supervised through effective work planning, performance management, coaching, and promotion of learning and development. Provide oversight, ensuring compliance by team members with existing policies and best practices. Advise on Contractors in construction best practices, good environmental management practices, and appropriate health and safety standards during construction in alignment with relevant UNOPS standards, guidelines and construction manuals;
3. Reporting:
Ensure accurate and timely reporting of progress and conditions on site through daily site records. Produce any appropriate documentation identified by the Project Manager in a professional and accurate manner.
4. Knowledge management:
Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building; Participate in meetings, workshops, and consultations to gather feedback, address concerns, and foster positive relationships; Ensure that lessons learned and challenges are documented throughout the project stages and shared with the PM; Collaborate with technical team members including but not limited to architects, engineers, project managers and quantity surveyors; Education/Experience/Language requirements
Education
An advanced university degree (Masters or equivalent) preferably in an infrastructure-related field such as civil or construction engineering, architecture, and/or construction management or a similar field will be an asset. A first-level university degree (Bachelor's degree or equivalent) with 2 additional years of experience may be accepted in lieu of an advanced university degree.
Work Experience
Minimum 5 years of experience in managing or supervising construction activities related to the project requirements on a range of large and diverse construction projects is required. Extensive experience implementing works under complex quality, safety and environmental management plans is required. Experience in full-time site management directing engineering and technical trade staff is essential. Proficiency with computers in particular design and planning/scheduling software, and other related software related to the positionโs field of expertise is required.
Language
Fluency in English is required. Fluency in Uzbek or Russian is required.

Projects IN Controlled Environments 2 (PRINCE2) Foundation and (PRINCE2) Practitioner Certification will be considered as an asset A valid driving license and ability to travel independently is required. Contract type, level and duration
Contract type: ICA Contract level: I-ICA 2 or LICA-10 (ICS-10) - contract will be issued based on UNOPS rules and regulation. Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
