Work LocationBangkok Expected duration23 Feb-16 Oct 2026 Duties and ResponsibilitiesESCAP supports its member States to develop efficient, environmentally sustainable, safe, and inclusive transport networks and services, in line with the Regional Action Programme on Sustainable Transport Development in Asia and the Pacific (2022-2026). As part of this mandate, ESCAP is implementing a UK PACT (Partnering for Accelerated Climate Transitions) supported project on โ€œStrengthening Transport Policies and Workforce Development for a Just Transition to Electric Mobility in Bangkokโ€, in partnership with the Bangkok Metropolitan Administration and the International Labour Organization. The rapid growth of electric mobility offers major economic, environmental, and public health benefits for individuals, communities, and businesses. Yet many transport workers and communities risk being left behind, as employment opportunities in this transition require new skills such as maintaining electric buses, repairing batteries, or installing charging stations. Without targeted training and support, workers essential to sustaining this growth may miss out on high-quality jobs. At the same time, the industryโ€™s expansion must also create pathways for women, marginalized groups, and informal workers to access safe and stable employment. Alongside workforce development, equitable infrastructure planning is also essential so that the benefits of electric mobility are shared widely. This means ensuring that affordable, low carbon options like electric buses and shared mobility services are available and accessible across all communities in Bangkok. The project addresses these challenges by supporting Bangkok to implement inclusive transport policies and develop a skilled workforce for an electric mobility future that is aligned with Just Transition principles. A Just Transition ensures that the shift to greener economies is fair and inclusive, protecting workers and communities while creating opportunities for those at risk of exclusion. ESCAP Transport Division is seeking an international consultant to develop and write a Toolkit for integrating just transition considerations (especially gender) into EV workforce development (including vocational training course design). The Toolkit is intended to be adaptable and applicable to other ESCAP member States in the Asia-Pacific, drawing on project experiences in Bangkok and presenting practical case studies and policy-oriented recommendations for cities across the Asia-Pacific region. Additionally, the consultant will prepare a policy brief on equitable EV infrastructure development and provide additional support as required, including presenting findings at events and workshops in 2026 as necessary. Qualifications/special skillsA Bachelorโ€™s/Masterโ€™s Degree in Economics, Transport Planning, Urban Development, or a relevant discipline. Experience in researching transport related topics in Asia and the Pacifc Demonstrated ability in writing reports on transport related topics in Asia and the Pacific Experience in coordination/assisting of meeting organization, handling correspondence and desk research Minimum 3 years of work experience related to transportation LanguagesProficiency in English is required for this position.
