Mission and objectivesFood and Agriculture Organizations of the United Nations (FAO), has been active in Timor-Leste since 1999,. In 2012, FAO established its representation office in response to the government's request to focus on developmental activities for furthering food security interventions. FAO has been closely collaborating with the Ministry of Agriculture, Livestock, Fisheries and Forestry. FAO works in Timor-Leste is guided by its Country Programming Framework (CPF) align with the United Nations Sustainable Development Cooperation Framework (UNSDCF) priority areas. The current CPF (2020 - 2024) is focused on three priorities areas: 1) Nutrition, Food Security and Sustainable Agriculture; 2) Economic Opportunities and Decent Work for All; and 3) Sustainable Management of Natural Resources and Resilience to Climate Change. FAOโ€™s current support to the government of Timor-Leste includes fostering cross-sectoral coordination and partnerships to combat food insecurity and malnutrition through diversification and structural change from low input subsistence agriculture to market-oriented and better income generating agriculture. Adjust the policy and legal framework in agriculture and fisheries, forests, nutrition, social protection, trade and terrestrial and marine ecosystems to enable coherence, greater investments and gender equality. Promote sustainable crop, livestock, fisheries and forestry production intensification and diversification with necessary inputs including fertilizers and adaptation of improved climate-smart agricultural (CSA) technologies and practices for smallholder producers that will sustainably increase agriculture production and productivity, reduce production costs, conserve soil and water resources, improve soil fertility, increase fodder resources and fish stocks and restore degraded lands. Promote the adoption of mechanization and post-harvest management technologies and improved access to inputs; Build institutional capacities in agriculture sector assessment and planning particularly for generating fundamental data/information and empower the most vulnerable (women, youth, persons with disabilities, displaced populations, persons with climate-sensitive livelihoods) in community-based NRM and DRM approaches.

ContextFAO Country Office for Timor-Leste (FATIM) aims to assist the Government of Timor-Leste to develop policies, programmes, and projects to achieve food security, reduce hunger and malnutrition, help develop the agricultural, fisheries and forestry sectors, and use environmental and natural resources in a sustainable manner. FATIM seeks a Junior Monitoring, Evaluation, and Learning Officer (Junior MEAL Officer) to enhance integrated monitoring and evaluation (M&E) system and measure efficacy and efficiency of the country programmes in relation to the CPF and UNSDCF priority areas, outcomes, outputs and indicators. The Junior MEAL officer is also expected to support the officeโ€™s visibility works, in close cooperation with communication office to share country experience, knowledge, and learnings with national and international stakeholders.

Task DescriptionThe Junior MEAL Officer will work under the overall supervision of the FAOR, and the day to day operational guidance of the Assistant FAOR (Programme), and technical guidance of the M&E Officer and Communications Officer, in regular consultation and close collaboration with programme team leads: The Junior M&E officer, is expected to undertake the following tasks: 1. Support in development and implementation of an Integrated Monitoring and Evaluation (M&E) system for the office; โ€ข Support project teams in data entry to ensure data quality entered by the project teams into the Integrated M&E tools and analysis; โ€ข Assist in the management of databases, indicators list that may improve the effectiveness and efficiency of the work; โ€ข Participate in project monitoring through field visits. โ€ข Provide technical support to the monitoring and tracking of results against CPF and UNDSCF; 2. Contribute to the publishment of the Country Annual Report; โ€ข support project teams in formulation of FATIM annual progress report; 3. Living conditions and remarksTimor-Leste is half of a tropical island on the Australian continental shelf characterized by a rugged mountain chain running east-west that divides the country into a generally warmer north coast and a milder south coast. The capital city, Dili, is located in the north. Climate: The climate along the coast is relatively warm hot year-round with an annual average temperature of 30ยฐC. There are two distinct seasons: the north-east monsoon season, which runs from November to March, constitutes the rainy season throughout the country. The south-east monsoon season, which runs from March to October, constitutes the dry season with some rain on the southern coast but otherwise dry and windy conditions in the rest of the country. The climate inland with its high mountains can be cool with an annual average temperature of 15ยฐC. Health: At the moment, Stamford clinic serves as a recommended medical facility for UN staff. It has two approved UN physicians that can perform primary healthcare and simpler treatments or recommend medical evacuation to Singapore. There is a national hospital with some international staff and a limited number of other private clinics in Dili. For more complex medical treatment and assessment, it is necessary to evacuate to neighboring countries such as Darwin or Singapore. Most of the population is vaccinated against COVID-19 and booster shots are available for UN staff (if needed). Itโ€™s recommended to be fully vaccinated prior to travel. Diet, Food and Water: Most staple foods can be found in the markets such as rice, meat, vegetables, cooking oil, salt and sugar. There are many local markets around Dili as well as four supermarkets that are stocked with imported goods, mainly from Australia, Indonesia, Singapore and China. Dili has a large number of restaurants, cafes and bars. There is a variety of food ranging from Western to Southeast Asian fare. You can also find several local restaurants with less expensive meals. The price range for a meal can range from $3 to $20+. Telecommunications: At the moment, there are three telecommunication providers in country, Timor Telecom and Telcomcel and Telemor. While Timor Telecom has been long present, Telcomcel and Telemor were newly launched in Timor-Leste, and started operating in February 2013. The SIM cards cost $2- 3 and pre-paid/pulsa cards range from $1 to $50. Further, depending on UN Agency, you may receive a PIN code to make international phone calls that will be charged to your VLA. Hotels: The host agency in Dili will help arrange your initial accommodation in a hotel, at your expense. Most of the hotels in Dili are aimed at internationals and offer a good level of comfort with air-conditioned rooms and ensuite bathrooms. You can expect to pay from $50 to $100 per night. Permanent Accommodation: Expect that your accommodation will range from the very basic to adequate, although many private houses in Dili have been renovated to a reasonable or even considered โ€˜luxuriousโ€™ level of comfort. The rate of reconstruction and renovation in the districts has been much slower than in Dili. Accommodation is far more likely to be of a very basic level. Visa process: Before traveling to the duty station, UNV need to prepare some cash in US dollars to pay the Visa on Arrival fees in Dili and transition country. Entry Allowance paid by UNV will cover all of her/his travel expenses. Following her/his arrival to the duty station, the host agency (FAO) will provide administrative assistance in issuing her/his special stay visa. The process for obtaining a special stay visa can take 3-6 weeks.
