    Organizational Setting and Reporting Relationship
    The position of IT Specialist (Information Security) is assigned to the Cybersecurity & Compliance Unit within the Information Technology Department (ITD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

    You will report to Advisor, ITD and Head, Cybersecurity & Compliance Unit and may oversee Junior team members.

    Your Role
    As an IT Specialist (Information Security), you will play a pivotal role in shaping the organization's digital landscape, safeguarding ADB's information assets against emerging threats, and working collaboratively with cross-functional teams to implement effective security measures at every stage of digital transformation projects. You will be responsible for delivering secure, efficient, resilient and innovative security solutions, processes, and tools for ADB as it develops its digital and future strategies and takes part in planning initiatives to ensure that best practice security architecture and controls are incorporated into the digital transformation initiatives of ADB.

    You will:

  • Collaborate with IT Specialists to design and develop comprehensive security architectures that align with business objectives and industry standards and best practices.

Conduct thorough risk assessments and vulnerability analyses to identify potential threats and weaknesses within ADB's IT infrastructure, recommending and executing mitigation strategies. Define, document, and regularly update security policies, standards, and procedures to preserve the security, integrity, and availability of information assets. Manage due diligence for ADB's cloud solutions and third-party providers, ensuring compliance with top industry standards. Perform security architecture reviews and threat modeling for both new and existing applications, platforms, and third-party integrations, providing expert guidance to development and operations teams. Lead the selection, integration, and deployment of security tooling and solutions Monitor industry trends, emerging technologies, and evolving threats to proactively adapt and enhance ADB's security posture. Develop and deliver security awareness training and workshops for staff, fostering a culture of security best practices throughout the organization. Participate in security incident response activities, including forensic analysis, root cause investigation, and remediation planning. Engage with auditors and regulators during assessments, ensuring evidence of compliance and supporting remediation of identified issues.

Qualifications

You will need:

A University degree in Information Technology, Management Information System, Engineering, IT Security, or relevant fields, preferably at post-graduate level or its equivalent. At least 6 years work experience in an enterprise environment with progressive experience in Information Security implementation or Information Security Architecture, preferably in a Financial Services Domain, including international work experience working in several countries. Excellent written and verbal communication skills in English are required. Certifications in IT Security and/or Compliance and related areas, such as CISSP, CISM, GSEC, CEH, or equivalent (or extensive, relevant experience), are preferred. Knowledgeable on cyber security and IT governance frameworks such as NIST CSF, SWIFT CSP, CIS Benchmark, OWASP, COBIT, ITIL, and ISO 27000 series. Familiar with the principles and techniques of security risk analysis and must demonstrate an understanding of management issues involved in implementing security processes and a security-aware culture in a large corporate environment. Integrity and self-regulated responsibility to handle information security-related situations; ability to demand trust from others. Additional Information
This appointment is open to internal and external applicants.

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
