The World Meteorological Organization (WMO) is seeking a results-driven IT Project Manager to steer high-impact digital initiatives within the Business Solutions Unit of the Digital and Technology Services (DTS) Section, under the Controller and Management Services (CMS) Division.

ABOUT THE ROLE

Under the direct supervision of the Head, Business Solutions, the IT Project Manager will be responsible for the following duties:

(a) Participate in the preparation of project proposals by working directly with stakeholders to translate project requirements into detailed implementation plans, ensuring alignment with organizational goals and priorities through structured needs assessments and stakeholder consultations.

(b) Develop and maintain comprehensive project plans, schedules, budgets, and resource allocation by applying standard project management methodologies and tools (e.g., Gantt charts, work breakdown structures), ensuring transparency and accountability throughout the project lifecycle.

(c) Manage project activities within the DTS Project Portfolio in line with the DTS workplan, project lifecycle, budget, IT standing instructions, including DTS Strategy, change management processes, and relevant standards; keep internal processes updated by monitoring compliance, updating documentation, and applying continuous improvement practices.

(d) Ensure effective coordination and collaboration among stakeholders, business units, ICT staff, and solution providers by facilitating regular meetings, clear communication channels, and integrated planning sessions to achieve successful project delivery, acceptance by business owners, and smooth handover to service operation management.

(e) Manage the utilization of human and financial resources in support of projects by forecasting resource needs, tracking expenditures, and aligning workforce planning with project milestones; report variations (in schedule, resources, and deliverables) to stakeholders to support timely decision-making.

(f) Develop and deliver timely project status reports by consolidating progress metrics, milestones, and risks; monitor project risk factors, escalate project issues when necessary through appropriate governance channels, and provide Quality Assurance for all project deliverables to ensure they meet established standards.

(g) Conduct project meetings and produce standard project documentation by preparing agendas, minutes, issue logs, and status reports; review change requests to ensure they are properly justified, approved through formal processes, and then implemented by solution providers in a timely manner.

(h) Ensure that commitments (both contractual and non-contractual) are met by tracking deliverables against service-level agreements or project scopes; monitor project progress to ensure deliveries are on time, meet quality standards, and remain within budget using monitoring tools and milestone reviews.

(i) Identify major change requests by analysing project impacts, participate in Change Advisory Board (CAB) meetings when required, implement change in line with approved procedures, conduct post-implementation reviews, and prepare comprehensive project end reports to capture lessons learned and performance outcomes.

(j) Establish and maintain strong working relationships with all project stakeholders by ensuring timely and effective communication, stakeholder engagement, and expectation management throughout the project lifecycle, fostering trust and collaboration.

(k) Deputize for the Head, Business Solutions as required by stepping in during absences to ensure seamless continuity in project oversight and decision-making, maintaining progress on critical initiatives.

QUALIFICATIONS
Education
Master's degree or equivalent in information systems, business administration, engineering, or a related field. A first-level university degree in combination with additional qualifying experience may be accepted in lieu of the advanced university degree.

Experience
A minimum of five (5) years of progressively responsible experience in ICT project coordination, business analysis, or digital solutions delivery.

Other requirements
1) TECHNICAL AND PROFESSIONAL SKILLS:

- Solid experience in ICT project management using methodologies such as PRINCE2, PMP, or Agile.
- Ability to translate business needs into effective digital solutions.
- Familiarity with IT service management and change control processes.
- Skilled in planning, documentation, and risk management.

2) ORGANIZATIONAL AND INTERPERSONAL SKILLS:

- Strong coordination, planning, and multitasking abilities.
- Excellent communication and stakeholder engagement skills.
- Ability to work independently and collaboratively in a cross-functional environment.

3) DESIRABLE ATTRIBUTES:

- Experience within the UN system or international organizations.
- Knowledge of IT governance frameworks.
- Capacity to explain technical concepts clearly to non-technical audiences.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) The position is funded from regular budget.

New appointments on fixed-term contract of one year or more shall be subject to an initial one-year probation period. SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 70212
Annual post adjustment on initial salary is: US$ 62278 (in addition to the net base salary) Additional Information:
