Tasks and Responsibilities:

Under the direct supervision of the National Asset Management Officer (NP2), as a first-level supervisor and Chief of General Services (S4) as a second-level supervisor, the successful candidate will be tasked with the following duties:

Maintaining and updating inventory records accurately, ensuring that all items are properly recorded in the inventory management system: updating asset details such as quantities, locations, and descriptions; Verifying records against physical stock through audits and cycle counts, promptly correcting any discrepancies to ensure smooth operations and enhance overall inventory control efficiency. Maintaining and updating inventory records accurately involves tracking stock and mission levels assets in real-time, ensuring that all items are properly recorded in the inventory management system. Verifying mission assets annually, spot checks which involves conducting thorough inspections and audits of all mission-owned assets to ensure accurate record-keeping and asset accountability. This process includes cross-referencing physical assets with asset records, identifying any discrepancies, and updating asset tracking systems accordingly. The spot checks verifications help maintain up-to-date records and quickly detect any missing, misplaced, or damaged items, allowing for timely corrective actions. Annual verifications provide a more in-depth assessment of long-term asset usage, depreciation, and overall condition, ensuring compliance with OSCE policies and financial reporting requirements. Supporting technical units in identifying surplus or excess assets that involves working closely with various departments to assess inventory levels and determine which assets are no longer needed, underutilized, or obsolete. This process includes analysing asset usage data, conducting physical inspections, and reviewing operational requirements to distinguish essential equipment from surplus stock. Additionally, he/she may assist in coordinating asset transfers between departments, arranging for resale or donation of surplus items, and ensuring compliance with regulatory guidelines for asset management. Responding to queries on inventory verification matters of a routine nature which involves addressing daily inquiries from internal departments, moving of OSCE staff/assets to new offices, or management regarding stock levels, asset discrepancies, and inventory control procedures. This includes providing information on recent asset counts, explaining variances between physical and recorded inventory, and clarifying inventory tracking methods. The incumbent assists employees in locating specific assets and updating them on verification schedules. Additionally, he/she ensures that all responses align with mission policies and inventory management standards, escalating complex issues to supervisors when necessary. Effective communication in this role helps maintain transparency, improve inventory accuracy, and support smooth operational workflows. Supporting the write-off process through contracted companies which involves coordinating with external vendors, disposal service providers, to properly document and process the removal of obsolete, damaged, or surplus assets and supplies. The incumbent ensures that all necessary paperwork, including disposal authorization forms and asset retirement records, is completed in compliance with mission policies and regulatory requirements. Additionally, the incumbent tracks the final disposition of written-off assets, updates inventory records accordingly, and provides reports for audit and compliance purposes.

Necessary Qualifications:

Completed secondary education supplemented with formal training in Asset Management & Inventory modules; Minimum of three years of related inventory experience, preferably within an international organization, proficiency in inventory management software e.g., IRMA MMS or similar systems, barcoding software as an automated way of collecting inventory; a university degree in a relevant field may be considered as a substitute for up to two years of working experience only to determine eligibility; Working level of oral and written English and local languages; Driving license “B” category; Strong attention to detail and accuracy; Ability to lift and move moderate-weight items; Ability to work under pressure and within limited timeframes; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 792.00 Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority, a higher step may be approved up to a maximum of step 3, subject to specific conditions.

This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
