Viet Nam is making significant strides towards establishing a emissions allowance and carbon trading market, driven by its commitment to fulfil its COP26 pledges to reduce emissions and harness the economic advantages of carbon markets.

A crucial element for the successful operation of a domestic carbon market is the establishment of a dedicated trading floor for carbon credits and emissions quotas, supported by a robust regulatory framework. This will facilitate effective market functioning and pave the way for integration with regional and global carbon markets. Viet Nam aims to establish two key components for its carbon market: (1) an Emission Trading Scheme (ETS) and (2) a National Crediting Program.

The Ministry of Agriculture and Environment (MAE) has been actively collaborating with the MoF and other relevant government agencies to develop a carbon market development and formulate regulations governing carbon credit management and the utilization of such credits for greenhouse gas emissions offsetting. Concurrently, a robust financial management mechanism for carbon market operations will be established, along with comprehensive rules governing the auctioning, transferring, borrowing, returning, and revoking of greenhouse gas emission quotas.

The Ministry of Agriculture and Environment will assume the responsibility for managing and operating the domestic carbon market, including overseeing the carbon credit trading floor. This will encompass activities such as quota trading, recovery, surrendering, and borrowing, all conducted in accordance with the provisions of the 2020 Law on Environmental Protection and related decrees. The Ministry of Agriculture and Environment (MAE) is designated to assume operational responsibility for the ETS following its official launch.

In this regard, UNDP supports MAE on mobilizing an international expert experienced in Emission Trading Scheme (ETS) to support Gov of Viet Nam with initial review and Initial Design of the Viet Nam ETS in order to facilitate the establishment of the Registry to operate the pilot ETS as the scheduled in the Decree 06/2022 (by 2025/2026).
