Project Context and Scope
Founded in 1951, the International Organization for Migration (IOM) is the United Nations' leading agency on migration. IOM works to promote humane and orderly migration, in close collaboration with governments, intergovernmental institutions, and non-governmental partners.
Accompany Guinea in achieving MDGs 5, 10 and 16, by contributing to the fight against exploitation, trafficking and irregular migration of which children are victims, and to promote their rights and development.
The International Organization for Migration (IOM) Guinea is seeking an experienced international consultant to contribute to our new project: ยซย Project to support socio-economic integration and well-being initiatives for mobile families and children in Guineaยป funded by the Italian Agency for Development Cooperation (AICS). This project aims to strengthen government capacities to protect displaced children living in dangerous conditions in Guinea. It seeks to improve coordination between all the players involved in this issue. The initiative will enable communities to make informed decisions to better support their children and avoid irreparable damage. Community protection mechanisms will be strengthened or created in the areas concerned. These mechanisms will serve as community alerts and dialogue tools for returning migrant children.ย Organizational Department / Unit to which the Consultant is contributing

Under the overall supervision of the chief of mission and the direct supervision of the Counter-trafficking and protection officer and working closely with IOM team and relevant stakeholders throughout the project, the International Consultant for the (Study on children's mobility in Guinea) is expected to contribute to the ยซย Project to support socio-economic integration and well-being initiatives for mobile families and children in Guineaยป funded by The Directorate General for Development Cooperation of the Italian Ministry of Foreign Affairs and International Cooperation (DGCS) through the Italian Agency for Development Cooperation(AICS) to reduce the exploitation and trafficking of children in Guinea andย irregular migration of children to dangerous areas as follow: Tasks to be performed under this contract
Category B Consultant hired to deliver a report on a four (3) instalment payment basis:
The consultancy aims to deliver the following:
First Deliverable: ย ย Propose a methodology and data collection tools for carrying out the study and collecting the data (First instalment payment 30% by 17 September 2025)
Second Deliverable:ย Data analysis and writing of the mid-term report summarizing the progress of the study and making available a preliminary version of the studyย (Second instalment payment 50% by 17ย October 2025).
Third Deliverable:ย finalization and layout of the study for publication, organization of validation and presentation workshops, and printing and distribution of copies to stakeholders (Third instalment payment 20% by 16 November 2025).ย Performance indicators for the evaluation of results
Objective of the First Deliverable: To develop a robust methodology and data collection tools adapted to the Guinean context for documenting and analyzing child mobility, while systematically collecting data in the field.ย
3.2. Objective of the Second Deliverable: To analyze the data collected and produce a detailed progress report that synthesizes the study's progress and presents a preliminary version of the results on child mobility in Guinea.ย
3.3. Objective of the Third Deliverable: Finalize the study in its final version ready for publication, organize validation and presentation workshops with stakeholders, and ensure printing and distribution of copies to relevant actors to maximize the impact and ownership of the recommendations.
Data collection:
Conduct primary and secondary research to gather data on child mobility, push and pull factors, and migration trends in targeted regions of Guinea. Analyze child mobility patterns and their effects on child protection and community development, with a particular focus on areas at risk of exploitation and trafficking. Engage families, communities, local authorities, child protection organizations and key stakeholders to collect relevant data.b. Analysis:
Identify trends, risks, and challenges related to child mobility. Assess the effectiveness of existing protection mechanisms and their alignment with the needs of mobile children. Examine the impact of children's mobility on their well-being, education, and development.c. Preparation:
Develop an agenda and presentation materials for workshops based on study findings. Coordinate logistics including venues, invitations, and materials.d. Reporting (Final report approved by the Program Manager at the end of the consultancy):
Prepare a full report with conclusions and recommendations. Include perspectives for improving the protection and socio-economic integration of mobile children and their families. Provide specific recommendations based on the analysis to reduce child exploitation and trafficking. Evaluate the effectiveness of the workshops and gather feedback from participants for improvements. Propose recommendations for future action based on workshop discussions. Education Masterโs degree in social and political sciences, Migration studies, Business, Economics, Statistics or related field.ย Skills Technical expertise in assessing issues of migration and development, youth employment, and the ability to draw strong and valid conclusions. Sound knowledge of initiatives relating to migration and development in Guinea or another country from the West Africa region is a distinct advantage. Excellent oral and written communication skills and competence in basic IT packages including PowerPoint, MS Word, MS Excel and the internet. Excellent Knowledge of French and English. Languages For this position, fluency in English and French is required (oral and written). Working knowledge of a local language is an advantage IOMโs official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย Travel required The consultant may be expected to travel to Guinea (Office location) and within the countries.ย IOM will bear the costs of all travel on duty in line with IN/6 Travel Policy.ยOther:ย

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality. The consultant will be responsible for following IOM writing guidelines and the latest glossaries in all given assignments for accurate translation.ย
IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.ย

The ownership of intellectual products developed during this project will be shared with the government entities participating in its creation, as well as IOMโs regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and anyย
