UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women ESARO, in collaboration with UNODC Regional Office for Eastern Africa (ROEA) and the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO), is implementing the \"Empowering Every Badge\" project, which aims to enhance security in Eastern Africa by increasing womenโs participation in law enforcement, promoting gender equality, and transforming institutional attitudes within policing and criminal justice structures. A critical component of the project has been the revision and updating of the EAPCCO Gender Training Manual, which UN Women originally supported the development of in 2016. This revision seeks to address evolving security threats, enhance accessibility, and ensure the manual is adaptable to the changing security landscape across the region. The updated manual, now validated as the EAPCCO Handbook on Gender Responsive Law Enforcement, incorporates more inclusive and localized content, ensuring greater relevance across diverse contexts. As per agreement with counterparts, UN Women, UNODC, and the EAPCCO will support the effective implementation of the Handbook in respective Member States by supporting EAPCCO and selected Member States in ย developing a Trainerโs Guide to accompany the Handbook. The Trainerโs Guide is to be a generic framework in order for individual Member Statesย to develop their respective and specific trainings based on need, context and target audience. Hence, UN Women seeks to hire a consultants to support this for a total of 15 days over the period 4 months.
The consultant will be reporting to the Women Policy Advisor, Governance, Peace and Security, ESARO , and will be supported by the Programme Management Specialist, Gender and Security Sector, who will be the point of contact on the contract and payment issues.
Description of Responsibilities /Scope of Work
Prepare materials and talking points for the virtual presentation of the Handbook to the EAPCCO Permanent Coordination Committee (PCC), deliver the presentation and respond to questions (3 days); Facilitate 4 online meetings of the working group established to develop the Trainerโs Guide, including consolidating inputs, facilitating the group, and collating the necessary outputs (7 days); Prepare and facilitate a validation meeting for the final draft of the Trainerโs Guide, incorporate feedback, and prepare a summary report including key recommendations (5 days).Consultantโs Workplace and Official Travel
This is a home-based consultancy.
Any travel and related costs will be covered separately by the Hiring Unit.

Education and Certification:
Masterโs degree or equivalent in gender studies, international relations, public administration, political science, international relations, law criminology, or criminal justice, crime prevention and/or law enforcement is required. A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.Experience:
Minimum of 7 years of progressively responsible experience in gender and policing at the international or national level is required. Proven experience working with security sector institutions/reforms an added advantage. Proven experience in designing and delivering gender training in the field of law enforcement or related fields is required. Proven leadership experience, teamsโ facilitation, communication, planning, presentation, report writing and organization skills; and Strong writing skills in English is essential.Languages:
Fluency in English is required. Knowledge of any other UN official language is an asset.Statements :
