International Consultant on UNSDCF Publication Narrative Development

Result of ServiceUnder the overall guidance of the UNRCO Team Leader and in coordination with the UNRCO Communications and Advocacy Officer and Data Officer, the consultant will: • Develop a 25-page English-language narrative based on provided documentation. • Highlight achievements across the three strategic priorities and five outcomes. • Integrate human interest stories aligned with each outcome. • Through RCO coordinate with UN agencies as needed to request specific information related to results, financials and human interest stories • Structure and edit content into a cohesive, results-focused publication. • Incorporate revisions based on two rounds of review from UNCT (first draft and pre-final version) through RCO. Work LocationRemotly Expected durationNovember-December Duties and ResponsibilitiesThe United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021–2025 defines the strategic collaboration between the UN system and the Government of Turkmenistan. It aligns with national development priorities and reflects Turkmenistan’s commitment to the 2030 Agenda and international human rights obligations. The UNSDCF aims to achieve three strategic priorities and five outcomes as outlined below: • Strategic Priority 1: People-Centered Governance and Rule of Law -Outcome 1: Improved access to effective, transparent public administration grounded in rule of law, human rights, gender equality, labor rights, and quality data. • Strategic Priority 2: Inclusive, Green, and Sustainable Economic Growth -Outcome 2: Enhanced conditions for inclusive economic diversification through competitive private and financial sectors, trade, investment, and digital technologies. -Outcome 3: Strengthened disaster risk reduction and climate resilience, enabling rational resource use and transition to a green economy. • Strategic Priority 3: Quality, Inclusive, and Affordable Health, Education, and Social Protection -Outcome 4: Improved quality and inclusivity of health and social protection services. -Outcome 5: Education and skills systems that prepare individuals for employment, social integration, and resilience. To showcase achievements under the 2021–2025 UNSDCF and introduce strategic priorities for the 2026–2030 cycle, the UN Country Team (UNCT) will produce a multilingual publication in English, Turkmen, and Russian. This publication will serve as a key advocacy and communication tool for diverse audiences. Qualifications/special skills- A first-level university degree (Bachelor Degree) in the field of communications, journalism, international relations, development studies, or a related field is required. -Advanced university degree (master's degree or equivalent degree) in the field of communications, journalism, international relations, development studies, or a related field s desirable. • Minimum of 10 years of professional experience in strategic communications, public information, or content development, preferably within the UN or international development context is required. • Proven experience in drafting and editing high-level publications, reports, or advocacy materials is required. • Familiarity with the UN Sustainable Development Goals (SDGs) and UN Development Cooperation Frameworks is desirable. • Ability to work independently and deliver high-quality outputs under tight deadlines is desirable.
