Background:

The OSCE Mission in Kosovo (the OSCE) is implementing a comprehensive project on โ€œAdvancement of strategic and operational capacities and human rights compliance within security sector institutionsโ€. This project mainly targets the Ministry of Internal Affairs (MoIA) and Kosovo law enforcement institutions, including the Kosovo Police (KP), Kosovo Police Inspectorate (PIK), Kosovo Correctional Service (KCS), Kosovo Probation Service (KPS), and Kosovo Forensic Agency (KAF). Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, and workshops and support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as develop and review sub-legal framework.

The project overall objective is to support the security sector institutions to advance their strategic and operational capacities, and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives:

1. Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, re-integration and rehabilitation;
2. Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime;
3. Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address VERLT.

At the request of the Kosovo Police, the Mission will organize a one-week training to enhance the skills and knowledge of Kosovo Police (KP) officers in conducting thorough post-explosion investigations. The training designed specifically for KP Bomb Squad will equip the participants with advanced techniques for analysing explosion
scenes, including evidence collection, scene management, and forensic analysis. In line with the above, the Mission will engage an international expert to deliver the training as per the deliverables below.

This initiative reflects the Missionโ€™s ongoing commitment to supporting the development of Kosovoโ€™s law enforcement capabilities, promoting public safety, and strengthening the rule of law through targeted capacity-building efforts.

Objective of Assignment:
Enhancing the operational preparedness of 15 KP Bomb Squad officers by providing advanced training in post-blast investigation techniques, crucial for supporting legal processes and ensuring public safety.

Duration of Assignment:
The Consultant will be hired for 8 working days

Tasks and Responsibilities:

1. Submit the draft presentation, agenda and related materials to the project/activity manager for review and possible amendment.
2. Develop the training methodology, agenda and materials in consultation with the activity manager. Deliver the agenda, presentation slides, and case studies prior to the training.
3. Deliver a five-day โ€œTraining on post explosion Investigationโ€ for 15 KP Bomb Squad participants.
4. Produce final consultancy report with recommendations for further action by the OSCE Mission in Kosovo.


Deliverables:

By 06 October 2025, submit the draft presentation, agenda and related materials (including pre- and post-evaluations) to the project/activity manager for review and possible amendment.
By 13 October 2025, incorporate project/activity managerโ€™s comments in training agenda and material and submit the final version to project/activity manager for approval.
From 03 to 07 November 2025, conduct a five-day training for 15 KP Bomb Squad participants.
By 14 November 2025, deliver the final consultancy report to the PDMS Project Manager, summarizing observations from the training and providing recommendation on further activities.

Necessary Qualifications:

A bachelor degree in criminology, chemistry, mathematics, physics, risk analysis, emergency management or another similar field; Proven work experiences as a trainer in the area of post explosion investigation; Proven experience in delivering specialized training courses to law enforcement agencies and public institutions; Previous professional experience in work with international organizations is an asset; Knowledge of Kosovo context is an advantage; Cultural sensitivity and sound professional judgment; Previous experience of working in a capacity-building role is an asset; Excellent spoken and written English is essential; Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and genders,

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
