Background of the Assignment: Uzbekistan has made substantial progress in advancing its anti-corruption reforms and aligning national legislation with international standards, particularly the United Nations Convention against Corruption (UNCAC). As part of its ongoing commitment to good governance, the Government of Uzbekistan has engaged with international partners to strengthen criminalization provisions, enhance investigation and prosecution capacities, and reinforce anti-money laundering (AML) and financial intelligence systems. In this context, the European Union, in partnership with UNODC and UNDP, is supporting the multi-year project โ€œImproving Governance in Uzbekistan: Strengthening the National Anti-Corruption Ecosystem.โ€ Under this project, UNODC is responsible for delivering technical assistance in the areas of criminal justice, law enforcement, gender dimension of corruption and AML compliance through targeted capacity-building, legislative reform, and digital learning tools. 2. Purpose of the Assignment: The purpose of this assignment is to develop the training materials to be integrated into the interactive online self-paced training module โ€œMainstreaming gender dimension to anti-corruption policy frameworkโ€ for general category of public officials. The module will integrate the scenario of the interactive video Module previously developed by UNDP, as well as will integrate research conducted by UNDP and as a result compile a single comprehensive training resource on gender and corruption, aligned with international standards and guidance outlined in the UNCAC and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). Based on technologies of www.elearningunodc.org (ensuring compatibility, functionality, reliability of learning modules developed within the Project). 3. Specific Tasks to be Performed by the Consultant: Under the overall supervision of the UNODC National Programme Officer and in coordination with relevant national partners, the Consultant will be responsible for the following: 3.1. Conduct a review of relevant national legislation and existing national curricula, as well as international standards on gender aspects in addressing corruption 3.2. Draft outlines, learning objectives, and content structure for the course โ€œMainstreaming gender dimension to anti-corruption policy frameworkโ€ for general category of public officials compiled with the UNDP practical Module and UNDP assessment. 3.3 Develop full course scripts/texts, reading materials, and knowledge assessment tools. 3.4 Facilitate expert group review of the draft content and incorporate feedback. 3.5 Work closely with UNODC during the coding and developing the interactive e-module. 3.6 Oversee pilot testing with selected users from target institutions. Revise module based on feedback from users and national partners. Finalize and hand over all technical and instructional files to the Virtual Academy platform. 3.7 Support the integration process and quality check within the platform environment. Qualifications/special skillsAn advanced university degree (Masterโ€™s degree or equivalent) in gender studies, public administration, social sciences, law, human rights, development studies, or a related field is required. A first-level university degree in the above fields combined with two additional years of relevant work experience may be accepted in lieu of an advanced university degree. At least seven (7) years of progressively responsible professional experience in promoting gender equality and womenโ€™s empowerment, and/or mainstreaming gender perspectives into governance, anti-corruption, or institutional reform initiatives is required. Demonstrated experience in developing training materials, tools, or curricula on gender-related topics, including e-learning content, preferably within UN or other international development contexts is required. Proven experience in engaging with senior national stakeholders, facilitating technical consultations, and providing policy or legislative advice is required. Familiarity with international anti-corruption and gender equality frameworks, including UNCAC and CEDAW is desirable. Previous experience supporting anti-corruption legislative or policy reforms in Central Asia is desirable. LanguagesEnglish and French are the working languages of the UN Secretariat. For this position, fluency in English (i.e. oral and written proficiency and excellent drafting skills) is required. Knowledge of other official UN languages is an advantage.
