Established in 1951, IOM is a Related\nOrganization of the United Nations, and as the leading UN agency in the field\nof migration, works closely with governmental, intergovernmental and\nnon-governmental partners. IOM is dedicated to promoting humane and orderly\nmigration for the benefit of all. It does so by providing services and advice\nto governments and migrants.\n\n

Context:\n\n

Advisory support to\ndevelop specialized training module on Applied Psychology with job competences\nand learning outcomes aligned with international standards and EU Sectoral\nQualifications Framework for Border Guarding and organize ToT for the lecturers\nof the Scientific and Educational Centre of the National Security Service of\nArmenia.\n\n

 \n\n

Background\nof the activity:\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n

The Project is\nimplemented in Armenia to further strengthen the capacities of the national\nauthorities to tackle cross-border organized crime and independent border\nmanagement capacities. The primary national partners benefiting from its\noutcomes are the National Security Service of the Republic of Armenia (NSS) and\nits Border Guard Troops (BGT). The Project will build on the results achieved\nin recent years and will further advance the alignment of the border guard\ntraining/ educational system and standards with European and international best\npractices, enhance capacity to autonomously manage borders through enhanced\nsecondary inspection as well as capacity to detect and counter irregular\ntravellers, including terrorists and serious criminals through setting up\nAdvance Passenger Information (API) and Passenger Name Record (PNR) data. \n\n\n\n\n\n

Core Functions / Responsibilities\n\n

Under the\noverall supervision of the of Office and the direct supervision of the\nProject Coordinator, as well as in close cooperation with relevant\nstakeholders, the local consultant will perform the following tasks:\n\n

1)     \nDevelop training module on Applied Psychology\nwith job competences and learning outcomes aligned with international standards\nand EU Sectoral Qualifications Framework for Border Guarding, ensuring\ngender-sensitive approach for each theme.\n\n

Applied psychology:\n\n

a)      \nGuiding persons with nervous, aggressive or\ndeceptive behaviour and psychologically unstable persons,\n\n

b)     \nInfluence of alcohol or drugs on behaviour,\n\n

c)      \nGroup dynamics,\n\n

d)     \nStress management and critical incidents\nresponse,\n\n

e)     \nSupervision and leadership,\n\n

f)       \nCrowd psychology.\n\n

2)     \nRecommend and describe teaching and\nassessment methods for each topic of the module, prepare respective quizzes\nand/or exam questions.\n\n

3)     \nSubmit developed module to IOM no later than\nMarch 31, 2026.\n\n

4)     \nDeliver training of trainers to the lecturers\nof the Scientific Educational Centre on the developed modules in May 2026.\n\n

5)     \nConduct pre- and post- assessments to\nevaluate the knowledge change of the trainees.\n\n

6)     \nConsult with the IOM project team on\nappropriate and agreed approaches to the specified tasks before their\ncompletion.\n\n

Performance indicators for the\nevaluation of results\n\n

•    Compliance\nof the training materials with best practices in adult learning and andragogy.\n\n

•    Providing\ninformation and materials to the trainees for future knowledge and skills\ndevelopments in on how to plan, deliver and assess training sessions.  \n\n

•    Meeting\nthe deadlines.\n\n

Required Qualifications\nand Experience\n\n

Education\n\n

•    Completed advanced university\ndegree in a relevant field.\n\n

Experience\n\n

•    Specialization in border\nmanagement.\n\n

•    Other al education as\nrelevant for the assignment.\n\n

•    At least five years of\nexperience in a professional thematic consultancy.\n\n

•    Proven experience in\ndeveloping curricula and training modules.\n\n

•    Proven experience in\ndelivering ToTs.\n\n

•    Proven experience with\ninternational organizations and/or government structures.\n\n

•    Experience in preparing and\ndelivering training sessions.\n\n

 \n\n

Skills\n\n

•    Ability\nto design training modules aligned with international standards and EU Sectoral\nQualifications Framework for Border Guarding.\n\n

•    Knowledge\nof behavioral analysis, stress management, group dynamics, and crowd psychology\nin border security contexts.\n\n

•    Familiarity\nwith best practices in adult education, including interactive teaching and\nassessment methods.\n\n

•    Experience\nin preparing and delivering ToT sessions for educators.\n\n

•    Ability\nto create quizzes, exams, and pre-/post-assessment tools to measure knowledge\nchange.\n\n

•    Understanding\nof border security operations, including secondary inspections and irregular\ntraveler detection.\n\n

•    Strong\nability to explain complex concepts clearly and motivate trainees.\n\n

•    Capacity\nto work effectively with diverse stakeholders and within international project\nteams.\n\n

Languages\n\n
