Duties and ResponsibilitiesThe UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator, support countries in the achievement of their development priorities and the attainment of the SDGs. The position is based at the RCO in Port-au-Prince, Haiti. The Integrated Analytics and Insights Specialist will be a member of the RCO team and contribute to supporting the operationalization of a vision for enhanced Government-UN-IFIs coordination mechanisms in line with the requirements of UN 2.0. He/She will work under the supervision of the Head of the Resident Coordinatorโs Office in Haiti and in close collaboration with the Economist/Development Coordination Officer in the RCO, and other key RCO personnel and consultants. The RCO is spearheading efforts to strengthen data-driven decision-making across the Humanitarian-Development-Peace (HDP) pillars of the United Nations in Haiti. Building on the foundational work of a newly developed multi-source data platform, the RCO seeks to recruit an Integrated Analytics and Insights Officer to enhance the strategic use of data and produce high-impact analytical products that inform joint planning, coordination, and policy dialogue among UN agencies, International Financial Institutions (IFIs), and Government counterparts. The project aligns with the Facilityโs core objective of advancing strategic partnerships between the United Nations and IFIs in crisis-affected contexts. Key priorities include the deployment of dedicated analytical capacity and resources to support shared assessments, data integration, and joint analytical processes (including โdeep divesโ), to foster a common understanding of multidimensional risks, drivers of fragility and conflict, and critical gaps in planning, resource allocation, and programming. The project aligns also with SDG 17.18 and 17.14, the Cooperation Framework 2023-2027 of UN Haiti Office and UN 2.0 vision. Responsibilities Under the guidance of RCO Management and in close collaboration with RCO personnel and technical consultants developing the backbone architecture of the platform, the incumbent will contribute to the execution of a workplan structured around the following interconnected workstreams. 1. Strategic Data Integration and Insight Generation โข Collaborate with technical specialists to integrate curated datasets into analytical workflows. โข Develop cross-cutting analytical frameworks that synthesize humanitarian, development, and peacebuilding indicators. โข Identify emerging trends and risks to inform strategic foresight and scenario planning. 2. Analytical Product Development โข Work across technical data teams and programmatic leads to design and deliver policy-relevant analytical products (e.g., dashboards, thematic briefs, risk snapshots). โข Align outputs with UNSDCF priorities. 3. Cross-Pillar Coordination and Support โข Support the facilitation of inter-agency collaboration through data-informed insights. โข Support joint programming and strategic communications using integrated analytics. โข Provide technical guidance to UN staff and Government counterparts. 4. Coordination Support โข Prepare supporting documents for coordination meetings, including agenda, presentations for the consideration of RCO Management โข Implement the use of AI tools to provide efficient mechanisms for inter-institutional coordination. Qualifications/special skillsAdvanced university degree (masterโs degree or equivalent) in computer science, data science, analytics, statistics, information management, economics, econometrics or a related field, is required. Minimum Five (5) years of working in international development, peacebuilding or humanitarian field, is required. Minimum Five (5) years of progressively responsible experience in using data to advance decisions, strategies and execution, is required. Demonstrated expertise in applying advanced data science techniques, including big data analytics, machine learning, and artificial intelligence, to support predictive modelling, foresight, and strategic decision-making, is required Proven track record in contributing to the production of high-impact, data-rich analytical outputs, such as strategic briefs, scenario-based planning documents, or evidence-based policy reports, for decision-makers in multilateral or governmental contexts, is required Familiarity with the institutional, socio-economic, and political context in Haiti or experience in development or crisis contexts, particularly in fragile or low-capacity settings, is desirable.
