The incumbent will report to a Senior Information System Officer within OICT/ESS in the HR IT Solutions Team. ResponsibilitiesWithin limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties: โ€ข Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems. โ€ข Develops detailed business requirements and conducts business analysis, wireframes, system and other functional specifications, system context diagrams, and user documentation for major systems. โ€ข Provides technical advice to usersโ€™ requirements and translating these to technical requirements for development and deployment on enterprise platforms. โ€ข Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new emerging technologies. โ€ข Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. โ€ข Develops training materials, operating and user manuals; trains users in assigned systems. โ€ข Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. โ€ข Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. โ€ข Facilitates effective project requirements discovery meetings, while exhibiting confidence and extensive knowledge of business requirements elicitation, emerging technologies standard software development and project management methodologies. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT, for either specific IT services or general technology support, including any charge back mechanisms. โ€ข Provides guidance to, and may supervise, new/junior staff, consultants, etc. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Performs other related duties as assigned. Competenciesโ€ข PROFESSIONALISM: Knowledge of information technology/information management, software development project management. Knowledge of business analysis best-practices, advanced technologies required to assess and/or improve solutions, services or platforms. Strong data analysis, analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of systems architectures; good knowledge of organizationโ€™s information infrastructure and ICT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. Job - Specific Qualificationโ€ข Professional Project Management Certification (i.e. PMP, Prince2, etc.) is desirable. Work Experienceโ€ข A minimum of five years of progressively responsible experience in project planning, design, development, implementation and maintenance is required. โ€ข A minimum of 3 years of experience in project and program management is required. โ€ข Experience in full lifecycle development and implementation of enterprise scale systems is required. โ€ข A minimum of two years of experience in data analytics or related area is desirable. โ€ข Experience with design thinking and universal design methodologies is desirable. โ€ข Experience with compliance with digital accessibility standards is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
