Background Information - PSC

Peace and Security Cluster The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

Background: UNMAS

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peace Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive, and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

West Bank Summary

The PMAC is the main stakeholder for UNMAS in the WB. They are responsible for the coordination and implementation of mine action activities, including coordination of the EORE and EOD response, within the West Bank. They are a high influence stakeholder and UNMAS cannot carry out activities within the West Bank without their acquiescence.

The EOD Police is a unit of the Palestinian Civil Police with units in every governorate in the West Bank. The EOD Police work in Areas A and B of the West Bank to remove any suspicious and explosive items and coordinate with the Israeli military to render safe and remove explosive items in Area C of the West Bank.

The PMAC was established in 2012 with the guidance and support of UNMAS to coordinate mine action activities including the clearance of minefields in the West Bank. There are an estimated 14 minefields located in the six West Bank governorates of Jenin, Tulkarm, Qalqiliya, Bethlehem, Ramallah, Hebron and two in Jerusalem which were laid by Jordanian forces over 50 years ago. However, the greater impact upon local people and livestock comes from the EO that litters the many Israeli firing ranges across the West Bank, which are accessed by the local population and are transited by Bedouin pastoralists.

In addition to the minefields, the PMAC has mapped 46 areas in the West Bank that have recorded EO contamination. These areas may be either Israeli military training sites, which occupy 20 percent of the West Bank, or hotspot areas that see demonstrations on a regular basis. This EO contamination poses risk to farmers and shepherds while performing their daily livelihood activities and impedes their access to the land.

The PMAC in the West Bank continues to face on-ground challenges, including access restrictions to some areas, where tens of thousands of Palestinian are exposed to the threat of EO as they go about their daily activities.

During 2023, the cycle of violence in the West Bank continued, with significant increase after 7 October. This period saw heightened tensions including intense raids, large-scale air and ground operations, increased settler violence and demolition of Palestinian-owned structures, which exacerbated the situation of explosive ordnance (EO) contamination. There has also been an increase in displacement and loss of livelihoods, as well as tightened restrictions on access and movement of many Palestinian communities, particularly in Area C. According to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), from 7 October until 31 December 2023, 307 Palestinians, including 79 children, have been killed in the West Bank, including East Jerusalem.

This context deterioration has interrupted daily life, imposing movement restrictions and inaccessibility to civil service areas.

Setting up Systems and Reporting Tools

Support the Technical Advisor and IM Team Lead to provide capacity- building activities and technical assistance. Ensure that capacity-building activities are based on identified needs following a comprehensive capacity-building assessment.

Transfer data from existing database systems into the agreed Information Management System for the West Bank to be used by the local authorities

Support the design and implementation of systems and dashboards to improve data accessibility and usability. Ensure dashboards (or similar IM products) follow standardized data presentation methodologies and provide real-time insights.

Support the Technical Advisor in West Bank and the Capacity Enhancement Officer with setting up training and capacity enhancement plans for IMS

Develop and share standardized documentation for IM best practices and methodologies (SOPs, guidelines, training documentation)

Knowledge of designing, managing, and optimizing relational databases. Experience with PGSQL or similar query languages for managing and retrieving data from large datasets.

Data Collection & Verification

Engage with mine action partners to obtain information on their activities in the West Bank

Maintain a database, metadata and archive of all mine action partnersโ€™ data

Provide direct and remote support to partners in the collection of their data. Standardize data collection processes across all IPs to ensure consistency with MDR and overall program requirements.

Verify, record and perform regular quality assurance of all field data from partners before entering them in the system. Implement a standardized approach for data validation, ensuring compliance with established methodologies.

Perform monthly audits of mine action information to ensure data completeness, integrity and quality,Ensuring accuracy and precision in data collection, verification, and reporting.

Serve as the focal point for survey and mapping data from mine action partners as well as with the Protection Cluster and other Information Management focal points

Assist in the development/maintenance of reporting tools on available hazardous areas, EORE activities, casualty, victim assistance and clearance data and others as deemed relevant

Review and improve data collection forms when necessary, based on standardized templates, and ensure their consistency across the Programme.

Produce statistics and reports from the mine action data, when requested

Ensure all data-sharing processes follow PMAC instructions and approvals before dissemination. Develop clear protocols for secure data sharing and coordination with relevant stakeholders.

GIS Responsibilities:

Prepare and print informative maps with mine action and other available data

Provide figures, infographics, and maps, and other such products for the MA AOR co-coordinators, when necessary. Ensure GIS products adhere to standardized formats for consistency across reporting.

Create photo catalogue from received photos from mine action activities

Education:

Bachelorโ€™s Degree (or equivalent) with a minimum of one (3) year of relevant experience; OR Secondary Education and a minimum of five (7) years of relevant experience is required.
Experience:

Relevant experience is defined as experience in the field of database, GIS preferably with ArcGIS Esri tools, or related fields.

Experience in windows operating system in the networked environment required.

IMSMAng experienceis desired.


Language:
