How can you make a difference?
The Information & Knowledge Management manager will lead the development of the WASH cluster IM and KM systems and adapt them to the current context of the State of Palestine. This would include ongoing review the needs for information and communication products to support operational prioritization and decision making processes and reporting requirements and review the current tools in place, propose and develop solutions and guidance tools for the users and managers of the system.
Summary of Key Functions and Accountabilities
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results:
Provide leadership, supervision and oversight to the operations of the information and knowledge management needs of the State of Palestine WASH cluster. Establish and maintain information databases that consolidate, analyse and report/disseminate information critical to decision making. Maintain monthly reporting from Cluster/Sub-Cluster participants, including 5Ws (โWho does What, Where, When and for Whom?โ databases). Support the estimation of spatial and temporal gaps, overlaps and coverage of Cluster/Sub-Cluster activities and projects. Work with Cluster/Sub-Cluster participants to identify information gaps at national and sub-national levels and propose ways to bridge those gaps Work with the OCHA IM Specialist to develop appropriate supportive strategies. Use GIS mapping for map production and geographic data management Adopt and promote the use of global standards for IM for inter-operability. Manage flows of information and dissemination in an appropriate way, including website management. Manage an inventory of relevant documents on the humanitarian situation. Support the development and analysis of needs assessment and monitoring programmes To provide IM leadership in assessments and monitoring, including joint assessments and training. Lead on the preparation of SitRep inputs with emphasis on Cluster/Sub-Cluster plans, targets and achievements. Develop and strengthen IM capacity through the training Contribute to the core Cluster/Sub-Cluster functions Where there is both a national and a sub-national cluster, the post holder will ensure that there is effective communication, reporting, engagement and coordination between the two levels. Identification of SoP WASH Cluster Information and knowledge, communication and reporting needs: Review with the WASH cluster team and partners critical information needs particularly for reporting on achievements and identification and prioritization of service delivery gaps.ย Review internal information exchanges from the national level to the individual occupied territories (Gaza, West Bank) to the admin level of Municipality and neighbourhood where operational decision making is taking place. Review with external agencies, OCHA, other clusters, donors, UNICEFโs information communication and reporting requirements Recommend a range of knowledge and communication products, frequency of production to satisfy those requirements. Review the existing mechanism in place and make recommendations on how to adapt or recreate the necessary tools, processes and products to meet the needs identified including: External: SoP WASH cluster website serving as the primary tool for public facing information: advocacy documents, minutes of meetings, presentation documents, technical guidance, proposals, assessments and humanitarian response planning documents Internal Monitoring and Reporting tools: 4W-5Ws, Materials and Equipment Pipeline tool, Damages assessment tool, Fuel request and use monitoring tools WASH Cluster Main Dashboard: Central data analytics platform showcasing progress versus targets, gaps, sub-sector achievements, and includes a specialized sub-dashboard for water trucking. Products and templates for communication: Cluster meeting slideshows for damages, assessments, achievements, gaps cascading to the relevant geographic level their use, i.e., Municipal level for the Area Based Coordination meeting, Governorate level for the occupied territories (Gaza and Westbank) and National level for national meetings. Assessment of cluster partners and team capacity to establish and maintain an information and communication flow meeting the minimum requirements: Partners capacity, preferences for data, information and knowledge sharing including all types of partners.ย Partners information and knowledge needs and preferences for communication sharing. WASH IM capacity to establish and maintain the system. Development of the relevant tools and templates, guidance and training for the IM team and the implementing partners. Roll out the trainings on an as needed basis. Provide recommendations on how the UNICEF monitoring and reporting tools can be unified with the SoP cluster information system to allow for a single system of data input including data input of activities by implementing partners, material requests and supplies monitoring.To qualify as an advocate for every child you will haveโฆ
Advanced university degree, preferably at an advanced level, in a subject area relevant to IM Extensive work experience relevant to this post may be considered as a replacement for formal qualifications. Formal training in cluster IM an advantageExperience:
At least 8 years progressively responsible humanitarian work experience with UN and/or NGO, including IM in the first phase of a major emergency response relevant to the cluster Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.Language Requirements:
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
